The highest need is for the lowest income <br />groups. Housing market trends support this as a high need with the need for housing affordable to <br />extremely low income household the highest need. Affordable housing is limited in its availability. Lower <br />income households often experience over-crowding, unsafe housing conditions and live in neighborhoods <br />that experience a higher incidence of unsafe conditions. <br /> <br />Rental Housing <br />The highest need for rental housing is the preservation of existing affordable rental housing. As the <br />population grows, to meet existing unmet demand for quality rental housing and to replace aging housing, <br />new affordable rental housing must be produced. <br /> <br />Ownership Housing <br />There is a moderate need for affordable ownership housing.
