<br />8A <br />Page 9 <br /> <br />Fundino Commitment <br />Approximately 500/0 of the annual entitlement from Community Development Block Grant (CDBG) funds, <br />and 90% of the annual entitlement from HOME Investment Partnership Act funds will be allocated to this <br />priority during the term of the Consolidated Plan 2010 - 2015. <br /> <br />Special Needs Housing Needs <br />There are several groups that have a higher need for affordable housing and who have special housing <br />needs. These have been identified as: <br />. persons with disabilities, <br />. the elderly and frail elderly, <br />. large households (related and non-related), <br />. persons with mental iIInessl <br />. persons with substance abuse/addiction, <br />. youth (in general and aging-out foster youth), <br />. persons discharged from institutions (prison, jailt mental hospital). <br /> <br />There is also a statutory obligation to plan for the housing needs of persons with HIV/AIDS. Housing for <br />the homeless is addressed in the homeless strategy section. <br /> <br />Objectives <br /> <br />SNH..1: Improve housing accessibility and safety (existing and new housing). <br />SNH-2: Improve the access special needs populations have to services. <br />SNH..3: Increase the supply of affordable housing available to special needs groups. <br />SNH-4: Preserve existing special needs housing. <br />SNH-5: Increase the supply of permanent supportive housing. <br />SNH-6: Reduce overcrowding, especially among large (5 or more persons) lower income <br />households. <br /> <br />Assistance to Special Needs Populations <br />Activities 1-6, shown under this priority will include persons with Special Needs. <br /> <br />The goal of the City is to provide a continuum of services ranging from homeless prevention and homeless <br />services, to supportive housing, intervention programs, and services which respond to basic human needs <br />including food, health, safety I survival, independent living, and self-sufficiency. <br /> <br />Fundino Commitment <br />Approximately 15% of the annual Community Development Block Grant (CDBG) entitlement and 1000/0 of <br />the annual Human. Services Financial Assistance (HSF A) fund sources will be dedicated to homeless and <br />housing activities and basic human needs. <br />
