These funds <br />also assist individual households to become self sufficient and reduce the level of poverty, or <br />aid in the prevention or elimination of slums or blight. Over the last five year period of the <br />Consolidated Plan, the City has and will continue to carry out activities that meet the <br />objectives specified in the Consolidated Plan, and will minimize displacement of low-income <br />households for the next five year period. <br /> <br />Community Development Block Grant regulations require that participating communities <br />consult with citizens and various providers to create a Consolidated Plan, a unified vision for <br />delivery of services with CDSG and other federal funds. The City has developed its <br />Consolidated Planning Strategy to maximize resources for low-income residents and to <br />require collaboration between service providers in an attempt to reduce poverty and improve <br />the standard of living for low-income households. <br />
