Purpose The purpose of this scope of services is to provide the City of Redwood City (City) with professional consulting services related to the California Environmental Quality Act (CEQA) training, CEQA guidelines update, and on-call CEQA support to the Building, Infrastructure, and Transportation (BIT) Department. The City has requested that Valerie J. Young, AICP (Consultant) provide these CEQA services. Ms. Young is a sole proprietor will report to the BIT Department Manager or designee and will not have any subconsultants. Fallowing is a description of the anticipated scope of services to be performed and the proposed budget. 2. Scope of Services Task 1; CEQA Training for Redwood City Staff This task consists of preparing for and conducting a second 3-hour CEQA training session for Redwood City staff. The first training session was conducted by Ms. Young on March 11, 2009 under a separate agreement with the City. This second session will complete the topics not covered at the first session. This task makes the following assumptions: . Consultant wllJ prepare an updated Powerpoint presentation for the training session. The presentation will be provided to City staff for review and input in advance of the meeting. City staff will be responsible for loading the final file on a City laptop computer for presentation at the training session. . This session will cover miscellaneous environmental review topics and Redwood City's history and approach to CEQA compliance. The examples used In the training will be from Redwood City projects. It Is anticipated that the session will be used to help identify modifications and improvements to the City's CEQA approaches, which will assist In Consultant's work on Task 2 of this scope. . Consultant will develop handouts for the session in consultation with Planning staff. The handouts will be copied and produced by Planning staff either for distribution at the training session. . Planning staff will coordinate the meeting attendance and room set-up. TASK 2: Update Redwood City CEQA Implementing Guidelines Redwood City adopted local implementing guidelines for CEQA In the early 1970s. They have not been updated since. The purpose of this task is to update the City's local CEQA implementing guidelines with the assistance and input from City staff. The following work items are anticipated; . Meet with a team of Redwood City staff (to be determined by City) to discuss goals for CEQA guidelines update, format/structure of updatel process for updating, schedule, and other appropriate topics. 1
