<br />Ladies and Gentlemen:

<br />On July 18, 1996, the San Francisco Bay Conservation and Development Commission by
<br />a vote of 17 affirmative, 0 negative, and 0 abstention, approved the resolution pursuant to
<br />which the original permit was issued. Moreover, on June 26, 1997, June 28, 2000, December 30,
<br />2002, aR4 October 20, 2008, and March 4, 2010 pursuant to Commission Regulation Section
<br />10822, the Executive Director approved Amendment Nos. One, Two, Three, aR4 Five, and Six,
<br />respectively, to which this amended permit is hereby issued. A request for Amendment No.
<br />Four to this amended permit, dated July 5,2006 and received on July 6,2006, has remained
<br />unfiled since that time and, thus, has yet to be issued:
<br />
<br />I. Authorization
<br />
<br />A. Subject to the conditions stated below, the permittees, are granted permission to raise,
<br />upgrade, use, and maintain for flood control purposes 2.9 miles of existing levee to meet U. S.
<br />Army Corps of Engineers, Federal Emergency Management Agency, and City of Redwood City
<br />standards, on the Redwood Shores peninsula, bordering Belmont, Bay, and Steinberger
<br />Sloughs, in the City of Redwood City, San Mateo County. Authorized work includes the
<br />following:
<br />
<br />1. In the Bay
<br />
<br />a. Construct an approximately 40-square-foot portion of two,
<br />200-square-foot, elevated, pedestrian observation platforms that will be
<br />cantilevered over the bayward levee slope (for a total Bay fill of 80 square feet)~
<br />and
<br />
<br />b. Stabilize an existing levee that is eroding by placing approximately 80 cubic
<br />yards of earth fill covering approximately 1,742 square feet of Bay surface area
<br />and grade and plant the fill so that it functions as a tidal wetland on a small
<br />portion of levee segment I (Amendment No. Six).
