The Bay Area Air Quality Management District(BAAQMD)Bay Area 1991, 1994, 1997,and 2000 <br /> Clean Air Plan contain district-wide control measures to reduce carbon monoxide and ozone precursor <br /> emissions. The proposed demolition and construction activities at the Multi-Agency Maritime Facility <br /> would not generate additional,long term,permanent carbon monoxide or ozone sources and therefore, <br /> would not conflict or obstruct the implementation of the BAAQMD Clean Air Plan. <br /> The BAAQMD defines exposure of sensitive receptors to toxic air contaminants and risk of accidental <br /> releases of acutely hazardous materials(AHMs)as potential adverse environmental impacts.Examples of <br /> sensitive receptors include schools,hospitals,and residential areas with children,and convalescent <br /> facilities.None of these sensitive receptors occur near the project site. Since the proposed construction <br /> activity would be localized to the area of the existing abutment,pier,gangway and floating dock system at <br /> the Multi-Agency Maritime Facility,there would be no air quality impacts to sensitive receptors.There <br /> would also be no anticipated storage of AHMs on the project site;therefore,the project would not result in <br /> any additional air quality impacts to sensitive receptors. <br /> e) The BAAQMD defines public exposure to offensive odors as a potentially significant impact.Potential <br /> odor impacts are based on a list of specific types of facilities, such as wastewater treatment plants, <br /> landfills,refineries,etc.The temporary short-term and localized,small area disturbance of channel <br /> sediments resulting from the removal of existing concrete guide piles could result in odors.These bottom <br /> sediments may contain byproducts of anaerobic bacterial decomposition,including sulfur compounds. <br /> The organic fraction of the sediments is relatively small and no large-scale odor emissions are <br /> anticipated. Small,insignificant quantities of odors would be localized at site of the 8 existing piles that <br /> would be removed. Any odors that occur should dissipate quickly in the surrounding area.
