Would the project: Impact Incorporated Impact Impact <br /> (a) Create a significant hazard to the public or the environment through the ❑ ❑ ® ❑ <br /> routine transport,use or disposal of hazardous materials? <br /> (b) Create a significant hazard to the public or the environment through <br /> reasonable foreseeable upset and accident conditions involving the release ❑ ❑ ® ❑ <br /> of hazardous materials into the environment? <br /> (c) Emit hazardous emissions or handle hazardous or acutely hazardous <br /> materials,substances,or waste within one-quarter mile of an existing or ❑ ❑ ❑ <br /> proposed school? <br /> (d) Be located on a site which is included on a list of hazardous materials sites <br /> complied pursuant to Government Code Section 65962.5 and,as a result, ❑ ❑ ❑ <br /> would it create a significant hazard to the public or the environment? <br /> (e) For a project located within an airport land use plan or,where such a plan <br /> has not been adopted,within two miles of a public airport or public use ❑ ❑ ❑ ❑ <br /> airport,would the project result in a safety hazard for people residing or <br /> working in the project area? <br /> (f) For a project within the vicinity of a private airstrip,would the project result ❑ ❑ ❑ <br /> in a safety hazard for people residing or working in the project area? <br /> (g) Impair implementation of or physically interfere with an adopted emergency ❑ ❑ ❑ <br /> response plan or emergency evacuation plan? <br /> (h) Expose people or structures to a significant risk of loss,injury or death <br /> involving wildland fires,including where wildlands are adjacent to ❑ 0 ❑ <br /> urbanized areas or where residences are intermixed with wildlands? <br /> Impact Analysis: <br /> a) Hazardous conditions resulting from project demolition and construction would be related to potential for an <br /> explosion or the release of hazardous substances(including,but not limited to oil,pesticides,or chemicals) <br /> in the event of an accident or upset conditions. The accident or upset conditions could be an explosion,a <br /> fire,an accident at or adjacent to the project site,or damage from an earthquake. There would be no routine <br /> transport,use or disposal of hazardous materials during the project demolition and construction.Material <br /> common to construction, such as fuels and petroleum products are usually in such small quantities that it <br /> would pose no significant hazard or risk to the public or the environment.The use,clean up,and disposal of <br /> potentially hazardous material will be managed according to standard procedures to protect air quality, <br /> water quality,and the environment as per state laws. <br /> b) The project site is an open water facility.There are no storage tanks of hazardous material or petroleum <br /> products,no pools of potentially hazardous liquids,no stained soils or pavement,and no drums containing <br /> chemicals or hazardous materials on the project site.The proposed Multi-Agency Maritime Facility <br /> renovation would not likely create a significant hazard to the public or the environment through reasonably <br /> foreseeable upset and accident conditions involving the release of hazardous materials. <br /> c) The project is outside a 1/4 mile radius of the nearest school. The closest schools, Summit Preparatory <br /> Charter High School and Hoover Elementary School,are located approximately 1.5 miles and 1.9 miles <br /> respectively south of the project site.There are no existing or proposed schools within one-quarter mile of <br /> the project site;therefore,the project would not emit hazardous emissions or handle hazardous or acutely <br /> hazardous materials,substances,or waste within one-quarter mile of an existing or proposed school. <br /> d) A review of regulatory databases maintained by the State of California(CA SLC and Cortese), and the <br /> federal government(CERCLIS)indicate no recorded documentation of hazardous materials violations or <br /> discharge in the West Basin.
