Less than
Significant
Potentially With Less Than
Significant Mitigation Significant No
11. NOISE. Would the project result in: Impact Incorporated Impact Impact
(a) Exposure of persons to or generation of noise levels in excess of standards
established in the local general plan or noise ordinance,or applicable ❑ ❑ 0 ❑
standards of other agencies?
(b) Exposure of persons to or generation of excessive groundborne vibration or ❑ ❑ ® ❑
groundborne noise levels?
(c) A substantial permanent increase in ambient noise levels in the project ❑ ❑ ❑
vicinity above levels existing without the project?
(d) A substantial temporary or periodic increase in ambient noise levels in the ❑ ❑ ® ❑
project vicinity above levels existing without the project?
(e) For a project located within an airport land use plan or,where such a plan
has not been adopted, within two miles of a public airport or public use ❑ ❑ ❑
airport, would the project expose people residing or working in the project
area to excessive noise levels?
(f) For a project within the vicinity of a private airstrip, would the project
expose people residing or working in the project area to excessive noise ❑ ❑ ❑
levels?
Impact Analysis:
a) Noise in the vicinity of the project area is influenced by activity at Port facilities during vessel loading and
unloading, traffic on the local roadway network, distant noise from US highway 101,and aircraft activity
from the San Carlos Airport, located approximately 2.5 miles west of the project site. The Redwood City
General Plan designation of project site is(Industrial)Manufacturing,Processing and Shipping. As such,
there are noise-generating activities in the project area that are typical of industrial land uses. The proposed
project would not contribute to a permanent increase or add new noise sources that could affect noise-
sensitive receptors in the project area. The closest sensitive noise receptors to the project site are offices
along Herkner Road, residents who live aboard boats in the harbor and in the mobile home park
approximately 2 miles from the site, as well as the various recreational uses along the waterfront.
Project demolition and construction noise levels at and near locations on the project site would fluctuate
depending on the particular type, number, and duration of use of various types of construction equipment.
The proposed duration of the noisiest component of the project construction would take place over a
maximum 1-2 week period, but the effect of construction noise would depend on how much noise would be
generated by construction, the distance between construction activities and the nearest noise-sensitive uses,
and the existing levels at those noise uses.Noise during pile-driving of the could be particularly disruptive,
however, the effect would be short term.
The City of Redwood City has adopted noise regulations(Chapter 24 of the Municipal Code)at
construction sites, which identifies ambient baseline noise levels, noise standards for various sources,
specific noise restrictions, exemptions, and variances for sources of noise within the city. The noise levels
are used as baseline criteria for noise levels for different land use categories. The baseline ambient noise
levels for construction near residential land uses is no sound in excess of 110 dB,measured twenty-five feet
(25')from machinery, equipment,or device. Construction noise generation is prohibited during the hours of
8:00 PM and 7:00 AM on weekdays, and no noise generated on Saturday, Sunday and holidays.
The estimated project time for pile-driving is 2-3 days, with demolition of the existing pier and installation
of the new gangway over another 2-3 day period. The work day is anticipated from 7:00 A.M.to 5:00 P.M,
on weekdays. The expected noise level of the pile-driver would be approximately 81-96 dBA,as measured
50-feet from the source(Table 2). The noise from crane operation could be within the 74-90 dBA range. As
noise spreads from a source, it loses energy so the farther away the noise receiver is from the noise source,
Port of Redwood City Multi-Agency Maritime Facility 35 February 2010
Initial Study
