the lower would be the perceived noise. Geometric spreading causes the sound level to attenuate or to be
reduced. There is a 6-dB reduction in the noise level for each doubling of distance from a single noise point
source. The temporary, short-term construction noise level associated with project would therefore be
acceptable, based on the City of Redwood City's Noise Ordinance.
Table 2
Noise Emission Levels of Construction Equipment
Typical Noise Level(oSA)
Equipment 50 Feet from Source
Cranes(Movable) 74-90
Diesel-powered barges 85
Dump Trucks 81-87
Small clamshell dredge 80
Sheet pile driver 81-96
Compressors 66-80
Vibrators 68-78
r !r+
Small boat 55
Sources:Handbook of Noise Control,Cyril M.Harris,1979;Bolt,Beranek&Newman,Noise Control for Buildings and
Manufacturing Plants,1987;and California Coastal Conservancy,Napa River Salt Marsh Restoration Project,Draft
EIRIEIS,April 2003.
Properly operating and maintained noise mufflers are required by the City of Redwood City for all
construction equipment, whether fixed or mobile, and construction vehicles. All operations must minimize
the temporary and short-term construction noise effects on adjacent sensitive uses, such as the nearny
offices, residents who live aboard boats in the harbor and in the mobile home park approximately 2 miles
from the site,as well as the various recreational uses along the waterfront.
b) The nearest sensitive receptors to the construction activities are office workers, residents who live aboard
boats in the harbor and in the mobile home park approximately 2 miles from the site, and various
recreational users along the waterfront would not be expected to be impacted by the submerged,open-water
vibratory effects from pile removal. The pile removal activities would not be subject to ground-borne
vibrations.
c) The Multi-Agency Maritime Facility renovation and upgrade proposes no changes in land use,or any new
landside structures or stationary sources that would contribute to noise in the project area. There would be
no significant permanent impacts on the ambient noise levels in the area.
d) The Multi-Agency Maritime Facility renovation and upgrade proposes no changes in land use,or no new
landside structures or stationary sources that would contribute to extended periods of temporary or periodic
noise in the project area, unrelated to the noise identified in the preceding section(a). The existing
background noise and noise sources would continue with or without the Facility upgrade project. There
would be no significant permanent impacts on the ambient noise levels in the project area.
e) The project site is located just over two miles from the San Carlos Airport(the closest airport to the site).
The project site is not located within an airport land use plan area or within two miles of a public or public
use airport. The project does not involve the development of a noise-sensitive land use, therefore, the
activity would not expose people residing or working in the project area to excessive noise levels.
f) The project site is not located near a public or public use airport,or private airstrip. The project does not
involve the development of a noise-sensitive land use, therefore,it would not expose people residing or
working in the project area to excessive noise levels.
Port of Redwood City Multi-Agency Maritime Facility 36 February 2010
Initial Study
