•
Less than
Significant
Potentially With Less Than
Significant Mitigation Significant No
15. TRANSPORTATION/TRAFFIC. Would the project: Impact Incorporated Impact Impact
(a) Cause an increase in traffic which is substantial in relation to the existing
traffic load and capacity of the street system(i.e.,result in a substantial ❑ ❑
increase in either the number of vehicle trips, the volume to capacity ratio
on roads,or congestion at intersections)? ,
(b) Exceed, either individually or cumulatively,a level of service standard
established by the county congestion management agency for designated ❑ ❑ ❑
roads or highways?
(c) Result in a change in air traffic patterns, including either an increase in ❑ ❑ ❑
traffic levels or a change in location that results in substantial safety risks?
(d) Substantially increase hazards due to a design feature(e.g.,sharp curves or ❑
0 El El
dangerous intersections)or incompatible uses(e.g.,farm equipment)?
(e) Result in inadequate emergency access?
(f) Result in inadequate parking capacity?
Ei
(g) Conflict with adopted policies,plans,or programs supporting alternative ❑ ❑ ❑
transportation(e.g.,bus turnouts,bicycle racks)? _
Impact Analysis:
a-g) No significant increase in traffic associated with the operation of the Multi-Agency Maritime Facility
would occur.Traffic and parking impacts due to temporary boat berthing and launching will be
negligible and less-than-significant because the facility is not intended for staging daily operations.
The project would have no effect on existing air traffic patterns, air traffic generation or air traffic
volumes. The project site is located approximately 12 miles south of San Francisco International Airport
(SFO).The project does not propose any changes that would affect the SFO airport or flight operations
and does not propose any structures that would interfere with existing airspace or flight patterns.
The project does not propose new structures that would increase safety hazards due to a design feature
that would affect vehicular traffic or circulation. With regard to boating navigation hazards, operation
of the Multi-Agency Maritime Facility vessel traffic impacts will be negligible,as the number of vessel
movements will be small and sporadic, and typical of the emergency-response use currently in operation
at the facility.
During the short-term construction period for the Facility, existing emergency boat launching and
berthing operations will be accommodated at the Redwood City public boat ramps at Chesapeake Drive.
After project completed and relocation of emergency operations back to the existing facility area, the
Project will enhance region-wide emergency response plans. In addition,as with any construction
project, all project activities will be conducted in accordance with appropriate maritime safety protocols
and procedures.
The Facility operations would not require the construction of additional parking. The adjacent dirt area
just north of the ramp or the bare area between the railroad tracks would be used for materials and
equipment staging,and construction vehicle parking.
There would be a short-term,temporary construction-related truck and equipment traffic.A barge-
mounted pile driver and a land-based crane would be used to remove the existing piles, concrete pier
and to install the gangway. The floating docks would arrive to the project site by truck, assembled and
floated out from the existing ramp that would remain. It is estimated that 10-15 dump trucks would be
required to remove demolition debris from the project site.
