services/projects are supported by the various funds. The Water and Sewer <br />Improvement Funds were also explained in detail. <br />Council asked questions about particular projects and projects related to pedestrian <br />improvements. One Council Member believes this type of presentation needs to be <br />livelier. She would like the delivery to be more exciting, engaging and connect the dots. <br />Another Council Member believes that communication needs to occur both before and <br />after the projects' life cycle. One Council Member encouraged the use of technology to <br />automate and save labor in the long run. <br />One Council Member encouraged greater transparency through awareness of how <br />many projects were submitted and how many were kept off the list. One Council <br />Member asked about monies set aside to deal with Fifth Avenue and Friendly Acres <br />areas. Recycling water was also discussed. One Council Member would like to plan for <br />capital replacement instead of dealing with it on a catastrophic basis. Another Council <br />Member would like to see the projects that are on hold. Yet another Council Member <br />would like to focus on Complete Streets and keep the user interface in mind. <br />Mr. Genesy, spoke about the materials being used in the Library upgrade, and shared <br />that this is a joint initiative with all cities in the peninsula moving in this direction. This <br />will allow the client to do their own "check in" of items. Council asked about the fire <br />training power and the drafting pit. Vice Mayor Aguirre mentioned the Grand Boulevard <br />- Redwood City project and she spoke about the fact that it looks like they are on a four <br />day work week which is adding to the time and frustrating the business community. Mr. <br />Vorametsanti said he would verify the information but it looks like it is a furlough day. <br />She thanked staff for their hard work. <br />One Council Member asked about the Harbor Village pump station. Mr. Chang provided <br />some information and this Council Member would Council like to hold a study session <br />on the issue of creeks. Mayor Ira said he is well aware of the issues and unless we <br />have a lot more land then what we own, the issues come from other sources and other <br />cities, and so the prospects for a solution are not great. Regarding City projects, Mayor <br />Ira would like this information on the web and simple signage around the projects' sites <br />to inform the public about what is happening. The Brewster water tank demolition was <br />discussed and Mr. Chang explained that there is an existing below grade tank. Mayor <br />Ira suggested unloading it and buying other land with those funds. Mr. Chang said this <br />item will be taken off the list based on this direction. Regarding the Water and Sewer <br />Funds, Mayor Ira wanted further analysis since rate increases have been capped out. <br />8. PUBLIC HEARING <br />A. Adoption of the Consolidated Plan for 2010-2015 and Annual Action Plan <br />for 2010-2011. <br />Recommendation: <br />1.
