FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME <br />INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS <br />FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND AUTHORIZING <br />EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING TO THERETO <br />(FISCAL YEAR 2010-2011) <br />2. Approve the Housing and Human Concerns Committee's Funding <br />Recommendations for 2010/2011 -Annual Action Plan. <br />Minute Order 10-087 <br />3. Authorize the City Manager to execute all required documents for the <br />submittal to the U.S. Department of Housing & Urban Development (HUD). <br />Minute Order 10-088 <br />Debbi Jones-Thomas, Housing Coordinator, provided an overview. She introduced Rob <br />Sronce, the consultant with PMC Working, and then Marc Manuel the Chair who spoke <br />about the value of the Consolidated Plan and its goals. The consultant explained the <br />affordable housing needs. He covered the basic human needs seniors and disabled <br />receive and require. Mr. Manuel, representing the Housing and Human Concerns <br />Committee, presented the recommendations for Council consideration. One Council <br />Member would like Redwood City to be a model for shared services. She sees this as <br />an opportunity to work together and take a proactive approach to make San Mateo <br />County a model test case. <br />Mayor Ira opened the Public Hearing. <br />Public Comment: <br />Anika Stevens, representing Project Sentinel, thanked the City for providing funds for <br />housing services and shared some of their experiences working with the community, <br />particularly with fair housing issues. <br />Laura Fanucchi, representing Hip Housing, thanked the Council for supporting their <br />home sharing program and spoke about some of their experiences in matching seniors <br />with housing close to transportation and stores. They have two group homes in <br />Redwood City that provides housing. <br />Laurie Wishard, representing the Family Service Agency of San Mateo County and the <br />Intergenerational Center at the Fair Oaks Community Center, thanked the City for its <br />support. She spoke about working with low income elderly, how 1 in 2 senior adults <br />have annual incomes of $10,000 or lower, and that they see more hungry and homeless <br />seniors. Their goals are to keep people healthy and to prevent the need for serious, <br />long-term kinds of assistance. <br />Kara Wahlin, representing the Youth and Family Enrichment Services of San Mateo <br />County, Day Break Transitional Housing Program, spoke about their housing and <br />training services to youth ages 16 to 21 years and teaching them the ability to be self- <br />sufficient. She noted that this is their 20th anniversary and they have been stable and <br />sustainable, especially with an upsurge in clients. She introduced Victor Huiltron, a <br />client of the program, and how they both are grateful to the Council for its support <br />through the years. Mr. Huiltron spoke about how he was homeless, and through the <br />program, was able to get back into school, graduate with his GED (general equivalency <br />diploma), and interview for jobs.
