Bidder has the development expertise and a proven track record to <br />redevelop the site in the future, to obtain state and/or federal financing, <br />For forty years, Mid-Pen has achieved recognition as a leading non-profit sponsor and <br />developer of affordable housing. Mid-Pen has constructed or rehabilitated more than <br />6,400 residential units for low-income families, seniors, farm workers, and physically, <br />mentally or developmentally disabled people throughout Northern California with <br />developments in Alameda, Contra Costa, Monterey, Napa, San Mateo, Santa Clara, <br />Santa Cruz, Solano, and Yuba Counties. <br />Mid-Pen currently has 168 units under construction and another 260 units scheduled to <br />break ground in May 20 10. Mid-Pen's reputation and record of fiscal responsibility (no <br />defaults or foreclosures on any projects) has enabled it to obtain almost every type of <br />public and private funding available. This solid background, combined with a <br />commitment to working with local communities, has won Mid-Pen local jurisdiction <br />support in every community in which it has worked. <br />The Mid-Pen team has experience working with existing residents during a <br />redevelopment effort, most recently at our Paulson Park property in Mountain View. <br />Effective collaboration between the development, property management, and services <br />staff is essential on projects that require interim property management and resident <br />services while at the same time carrying out the necessary tasks associated with the <br />overall reconstruction effort. <br />Mid-Pen begins planning for services at the beginning stages of a project, incorporating <br />feedback from services staff on the design of community spaces and units. Development <br />and property management staff coordinate closely to ensure smooth lease-up, effective <br />compliance, and resident satisfaction. <br />The following two projects, one of which is currently under construction and the other <br />that was completed in 2008 demonstrate I) Mid-Pen's desire to partner with cities and <br />counties in order to revitalize a community and catalyze investment and 2) Mid-Pen's <br />ability to continue to make projects financially viable during a particularly constrained <br />financing environment. <br />Devries Place <br />The result of a visionary partnership between non- <br />profit developer Mid-Peninsula Housing Coalition <br />and the City of Milpitas, DeVries Place has become <br />the cornerstone of the city's downstown <br />10 <br />
