7.A <br />Page 10 <br />ATTACHMENT 1 <br />shall provide a view into the building for a distance of not less than twenty (20) feet <br />behind the front of the building at the ground story. No merchandise storage, which <br />blocks the view of the interior of the building, shall be allowed in storefront windows. <br />This requirement does not apply to the walls of parking garages and residential units <br />when located on the ground floor. <br />E. Windows on the ground level building facade facing a street shall not be <br />opaque. Shades or blinds, which block the view of a pedestrian into a building for more <br />than five (5) hours a day during daylight hours in the summer, or more than four (4) <br />hours a day during daylight hours when it is not summer, are defined as opaque for <br />purposes of this article. <br />F. Ground floor office uses, whether conditional or permitted, shall implement <br />transportation demand management programs for their employees to reduce the <br />number of vehicle trips into and out of downtown during peak commute hours, as well <br />as the number of cars requiring long term parking downtown to ensure that street side <br />and other convenient parking remains available to downtown visitors. The TDM program <br />shall also include a parking management plan. Such a plan may include purchasing <br />monthly parking passes for employees who chooses not to utilize the transportation <br />demand management program, or other means to ensure that office parking demand <br />does not impact the retail and service businesses in the CBR Zoning District. Prior to <br />occupancy, ground floor office employers shall submit the transportation demand <br />management program and parking management plan along with proposed parking <br />permit needs for Zoning Administrator confirmation pursuant to a Zoning Permit for <br />permitted uses, and with a Use Permit for conditional uses. Transportation demand <br />management programs and parking management plans can be adjusted over time to <br />ensure efficacy and the Zoning Administrator may request reports regarding the <br />utilization of the transportation demand management program every six months if there <br />is indication that the program is inadequate per the Zoning Administrator's <br />determination. No structure shall be built or altered, including exterior changes in color, <br />materials, and signage except upon approval of the Planning Division for minor <br />changes, and the Architectural Review Committee for major changes. <br />B. Every new and reconstructed building over twenty-five (25) feet wide shall <br />have its perceived height and bulk reduced by dividing the building mass into smaller- <br />scale components by: <br />1.
