6.1 F <br />Page 16 <br />Scope of Work -Phase 0 Project Initiation <br />This Work Program describes the tasks to be performed by Hauge Brueck Associates, LLC and its <br />subcontractors/subconsultants, the Environmental Consultant Team (ECT}, in assisting the City of <br />Redwood City {City) in the public involvement process, agency coordination, preparation of <br />environmental documents, and preparation of environmental studies for the Saltworks Development <br />Proposal {Project). The scope of work shall comply with the California Environmental Quality Act <br />(CEQA) and National Environmental Policy Act {NEPA). <br />Task 1 Program Management <br />1.1 Program Management Systems <br />The ECT shall establish project management systems including time keeping, project files {hard copy <br />and electronic), environmental team website, and billing procedures. Subcontracts shall be prepared <br />and authorized with flow down provisions. <br />1.2 Familiarization with Outreach Process <br />The City shall provide the ECT with documents and communications related to public involvement. <br />The ECT's Program Manager and Assistant Program Manager shall review the documents to become <br />familiar with the outreach process. The ECT's Program Manager and Assistant Program Manager <br />shall meet with the City's public involvement team to develop an understanding of the process and <br />the stakeholders. <br />1.3 Communications Plan <br />Building from existing City memoranda on public involvement and communications, the ECT shall <br />prepare an Environmental Team Public Communications Plan that establishes guidelines for public <br />involvement protocols and communications. The Plan shall be reviewed by the City and <br />Environmental Review Management Team (ERMT). The ECT shall prepare the final Environmental <br />Public Involvement Plan for approval by the City. <br />1.4 Quality Assurance and Quality Control Plan <br />The ECT shall prepare a draft Quality Assurance and Quality Control Plan (QA/QC Plan). The <br />QA/QC Plan shall include the environmental team organization, environmental team responsibilities, <br />internal communications procedures, correspondence procedures, document style guide, graphics <br />style guide, subconsultant coordination procedures, project file management, document revision <br />procedures, quality assurance guidelines, and document retention procedures. The ERMT shall <br />review the draft QA/QC Plan and provide the ECT with consolidated recommendations, <br />modifications, and comments. The ECT shall prepare the QA/QC Plan for use throughout the term of <br />the Project. The QA/QC Plan may be modified from time to time, as appropriate. The QA/QC Plan <br />shall be implemented within each task. <br />1.5 Program Schedule <br />The ECT shall develop and maintain a program schedule. The schedule shall include the authorized <br />tasks, milestones, future tasks, and as appropriate, concurrent related programs.
