<br />Scope of Work - Phase 01 Project Initi3tion ScopinQ <br /> <br />This Work Program describes the tasks to be performed by Hauge Brueck Associates, LLC and its <br />subcontractors/subconsultants, the Environmental Consultant Team (ECT), in assisting the City of <br />Redwood City (City) in the public involvement process, agency coordination, preparation of <br />environmental documents, and preparation of environmental studies for the Saltworks Development <br />Proposal Proiect (Project). The scope of work shall comply with the California Environmental Quality <br />Act (CEQA) and National Environmental Policy Act (NEPA). <br /> <br />Task 1 <br /> <br />Program Management <br /> <br />1.1 Program Management Systems <br />The ECT shall establish maintain project management systems including time keeping, project files <br />(hard copy and electronic), environmental team website, and billing procedures. Subcontracts shall <br />be prepared and authorized with flow down provisions. This task includes the leasing of office space <br />in Redwood City and the maintenance of that space. <br /> <br />1.2 Familiarization with Outreach Process <br />The City shall provide the ECT with documents and communications related to public involvement <br />throughout the environmental process. The ECT's Program Manager and Assistant Program Manager <br />shall review the documents to beeome familiar "::ith the in relation to the outreach process. The <br />ECT's Program Manager and Assistant Program Manager shall meet with the City's public <br />involvement team to de'.~elop an understanding of further define the outreach process and the <br />stakeholders. <br /> <br />1.3 Communications Plan <br />Building from existing City memoranda on public in'lolvement and eommunications, t The ECT shall <br />prepare an revise. if needed. the Environmental Team Public Communications Plan that establishes <br />guidelines for public involvement protocols and communications. The Plan Revisions shall be <br />reviewed by the City and Environmental Review Management Team (ERMT). The ECT shall <br />prepare the final Environmental Public Involvement Plan for approval by the City. <br /> <br />1.4 Quality Assurance and Quality Control Plan <br />The ECT shall prepare a draft revise the Quality Assurance and Quality Control Plan (QA/QC Plan), <br />if needed. and as appropriate. The QA/QC Plan shall-include~ the environmental team organization, <br />environmental team responsibilities, internal communications procedures, correspondence <br />procedures, document style guide, graphics style guide, sub consultant coordination procedures, <br />project file management, document revision procedures, quality assurance guidelines, and document <br />retention procedures. The E~fT shall review the draft Q.^.I./QC Plan and pro':ide the ECT ".'lith <br />consolidated recommendations, modifications, and comments. The ECT shall prepare the Q.\/QC <br />Plan for use throughout the term of the Project. The Q.\/QC Plan may be modified from time to time, <br />as appropriate. The QA/QC Plan shall be implemented within each task. <br /> <br />1.5 Program Schedule <br />The ECT shall develop and maintain !! the program schedule. The schedule shall include the <br />authorized tasks, milestones, future tasks, and as appropriate, concurrent related programs.
