<br />Task 3 Identification of Agencies and Experts <br /> <br />3.1 NEP A and CEQA Strategies <br /> <br />The ECT shall participate with the ERMT in identifying the appropriate NEP A lead agency and <br />responsible NEP A and CEQA agencies. The ECT shall participate with the ERMT in identifying <br />CEQA documentation strategies. Once the NEP A lead agency is identified the NEP A documentation <br />strategy shall be developed. <br /> <br />3.2 Identification of Technical Experts <br /> <br />Based on the development of the environmental section outlines in Task 4 and results of the scoping <br />meetings, the EMRT with ECT participation shall assemble a list of expert resources to be considered <br />for inclusion on the ECT. <br /> <br />Task 4 <br /> <br />Environmental Section Outlines <br /> <br />The purpose of this task is to capture and record appropriate information to be used in the subsequent <br />phases of the project. Outlines of the identified sections shall be used to document the collected <br />information. The outline shall reference reports, minutes, and memoranda that provide information <br />and details not appropriate for an outline. During Phase 1. the outlines will be modified to reflect <br />data collected during the scoping process. <br /> <br />4.1 Project Description Outline <br /> <br />The ECT shall prepare maintain an outline of the Project Description. The Project Description is to <br />include but not be limited to land ownership, dimensions of facilities, acreage, descriptions of <br />facilities, staging areas, phasing, population, employment, construction practices, operations, <br />sustainability practices, public services to be provided and utility and transportation improvements. <br /> <br />4.2 Project Objectives, Purpose, and Need Outline <br />The City shall provide the ECT with sections of the General Plan that identify the City's objectives, <br />purpose, and need. The Applicant shall provide their statement of objectives, purpose, and need. <br />Using the provided documents, the ECT shall prepare a revise the draft outline of the Project <br />Objectives, Purpose, and Need prepared during Phase O. <br /> <br />4.3 Affected Environments and Study Area Outline <br /> <br />The City and Applicant shall provide the ECT with relevant technical studies, reports, and graphics <br />related to the potential study area of the Project. The ECT shall review the documents to identify the <br />affected environmental areas, potential study area, and data gaps. <br /> <br />4.4 Mapping of Study Area <br />The ECT shall assemble available mapping of the affected resources using the studies, reports, and <br />graphics provided by the City and Applicant. <br /> <br />4.5 Track Project Alternatives <br /> <br />The ECT shall prepare maintain a Project Alternatives Outline to track potential alternatives. <br /> <br />4.6 City Plans and Policies <br /> <br />Working with the City, the ECT Program Manager and Assistant Program Manager shall review the <br />available documentation and process status. of the City plans and policies.
