<br />4.7 Environmental Thresholds <br /> <br />The ECT shall begin continue to assemble environmental thresholds from the City's General Plan, <br />previous environmental documents, and federal, state, and local regulations. <br /> <br />4.8 Environmental Analysis Methodology <br /> <br />The ECT shall begffi--continue to assemble environmental analysis methodologies using previous <br />environmental documents, and federal, state, and local guidelines. <br /> <br />4.9 Project Setting <br /> <br />The ECT shall begffi-continue to assemble text and graphics that describe the existing project setting. <br /> <br />Task 5 <br /> <br />Scoping Preparation <br /> <br />5.1 Environmental Participation Workshop <br />The ECT shall work with the ERMT in developing a public workshop focusing on opportunities to <br />participate in the preparation of CEQA and NEP A documents. Topics may include: how to comment <br />on an EIR, how to identify alternatives, how to identify environmental thresholds, and what is the <br />project schedule. <br /> <br />5.2 Notice of Preparation <br />The ECT shall prepare a draft Notice of Preparation (NOP) for ERMT review and comment. <br /> <br />Task 6 <br /> <br />Project Scoping - Preliminary Project Description <br /> <br />Task 6.1 Project Description and Purpose and Need Statement <br />Based on the outlines prepared in Task 4. the ECT shall prepare a Draft Project Description and Purpose <br />and Need Statement. The Project Description is to include but not be limited to land ownership. <br />dimensions of facilities. acreage. descriptions of facilities. staging areas. phasing. population. <br />employment. construction practices. operations. sustainability practices. public services to be provided <br />and utility and transportation improvements. The Purpose and Need Statement shall reflect the City's <br />objectives. purpose and need as well as the Applicant's objectives. purpose and need. The ECT shall <br />provide the drafts to the ERMT and City for review and comment. Once comments are received. the ECT <br />shall revise the Project Description and Purpose and Need Statement. <br /> <br />Task 6.2 Notice of Preparation (NOP) <br /> <br />Using the Draft NOP prepared during Task 5.2. the ECT shall revise the NOP per comments received <br />from the ERMT. <br /> <br />Task 6.3 Circulate NOP <br />Following completion of the NOP. the City shall circulate the documents to public agencies and <br />interested parties. The ECT shall assist the ERMT in preparing a legal advertisement. including a project <br />description and scoping meeting date( s) and location. The ECT shall coordinate with the ERMT to <br />determine the boundary for the mailing list and which publication( s) shall run the legal advertisement. <br />The ECT shall update the list of adjacent property owners prepared by the Applicant in consultation with <br />the City.
