Task 6.4 Scoping Meetings The EeT shall prepare and conduct a series of public scoping meetings. The ECT shall log comments made by agencies and the public throughout the duration of the meetings. Topic oriented public meetings shall focus on a distinct environmental topic or group of associated topics in relation to the Proj ect. Following each scoping meeting. the ECT shall compile scoping comments in a database noting the date. name. organization and text of the comment. Each comment will be identified by topic so that the database may be searched by topic area. Task 6.5 Scoping Report After the scoping meetings are complete and comments compiled. the ECT shall prepare a scoping report. The Scoping Report shall list the persons or agencies that submitted comments and will include the comment database in the report appendix. The Scoping Report shall include a summary of comments with focus on the issues to be analyzed and a recommendation of the alternatives that should be taken forward in the for analysis. Task 6.6 Alternatives Development Report The ECT shall prepare Alternatives Development Report based on data collected during the scoping meetings. The Alternatives shall be feasible and distinct in nature and shall meet the Project Objectives. Task 6.7 Identification of Special Studies Based on the outlines in Task 4 and the comments received during the scoping process. the ECT will develop a list of special studies needed to support the preparation of the environmental documents. The special studies shall detail participants and study locations. what will be done during the studies. what methods will be used. what type of data will be collected. how study results will be presented. and why the studies are needed. Some technical studies may commence during this period. For example. biological resource surveys may need to be conducted during the spring bloom period.
