Sierra Research Inc. Subconsultant Agreement with Hauge Brueck Associates, LLC for the Saltworks Project <br /> Sierra Research, Inc. (Sierra) will assist Hauge Brueck Associates, LLC (HBA) with the public <br /> involvement process, agency coordination, preparation of environmental documents, and preparation of <br /> environmental studies for the Saltworks Project (Project). Sierra's role will focus on providing expertise <br /> regarding the analysis of Air Quality, Public Health, greenhouse gases, and Public Safety. Work will be <br /> performed as directed by Anders Hauge of HBA and managed by Eric Walther of Sierra. Other staff <br /> assigned to the project include: Jeff Adkins (Senior Partner), Allan Daly (Air Quality, Public Health), <br /> Steve Hill (Air Quality, Public Health), Wei Lui (Air Quality, Public Health), Alexandra Marcucci (Air <br /> Quality, Public Health), and Kate Gianolini (Air Quality, Public Health). <br /> Task 1 Program Management/Coordination <br /> 1.1 Project Coordination and Management <br /> The purpose of this task is to provide for coordination between HBA and Sierra for preparation of <br /> environmental documents and studies, and to provide for task management. HBA will provide the <br /> coordination with the Environmental Review Management Team (ERMT). Sierra is a member of the <br /> Environmental Consultant Team (ECT) managed by HBA. Sierra will manage this contract in <br /> compliance with the Saltworks Project ERMT Communications Plan, Safety Plan, QA /QC Plan, and <br /> Project Document and Administrative Record Plan. <br /> 1.6 Project Reporting and Invoicing <br /> Progress Reports <br /> Sierra shall prepare and submit monthly Progress Reports for months when work is performed. A <br /> Progress Report shall be provided to HBA to monitor the scope, the schedule, and issues with resolutions. <br /> The reporting period shall be the first day through the last day of each month. The Progress Report <br /> template provided by HBA may be modified from time to time, as appropriate. <br /> Invoicing <br /> Sierra shall submit a monthly invoice (for months work is performed) to HBA including the direct cost <br /> items and receipts. <br /> 1.8 Program Coordination <br /> Ongoing program coordination shall be managed by the ECT Program Manager throughout the term of <br /> the contract. Coordination shall be conducted with the City Project Manager, ERMT, City Council, City <br /> Planning Commission, agencies, and the Applicant. <br /> Sierra will participate in meetings with the ECT and ERMT pertaining to air quality, public health, and <br /> GHG issues; and CEQA/NEPA and regulatory strategy development and implementation, as directed by <br /> HBA. Additional hours for meetings are not a part of this scope and will be authorized through Task <br /> Order amendments. <br /> Task 4 Environmental Table of Contents <br /> Sierra will peer review the table of contents of the Air Quality Technical Report, Emissions and Risks <br /> Feasibility Analysis, and Potential Releases of Acutely Hazardous Substances Report, including the <br /> settings, environmental thresholds, methodology and analysis shall be reviewed to determine that the <br /> appropriate information, analysis, and methodology will be applied in the technical reports. Sierra will <br /> coordinate with Ascent to avoid duplication of work regarding air quality, public health, and GHG. <br /> Saltworks Project Task Order No. 001 Page 3 <br />
