Shiels Obletz Johnsen, Inc. Subconsultant Agreement with Hauge Brueck Associates, LLC for the Saltworks <br /> Development Proposal <br /> Shiels Obletz Johnsen Inc. (SOJ) will assist Hauge Brueck Associates, LLC (HBA) with the public <br /> involvement process, agency coordination, preparation of environmental documents, and preparation of <br /> environmental studies for the Saltworks Project (Project) on behalf of the City of Redwood City. SOJ's <br /> role will focus on providing expertise regarding streetcar or local transit circulator elements of <br /> Transportation to the Project environmental review process. Work will be performed as directed by <br /> Anders Hauge of HBA and managed by Brad Tong of SOJ; with coordination of any and all written SOJ <br /> product with Chris Mitchell or Robert Grandy of Fehr & Peers. SOJ Staff assigned to the project include <br /> Brad Tong, Principal of SOJ Seattle, WA, and Rick Gustafson, Principal of SOJ Portland, OR. Mr. Tong <br /> will manage and coordinate all efforts by SOJ personnel, will provide review of documents provided by <br /> Applicant or Client, will provide contextual background having performed the initial Saltworks <br /> Application Tier One review, and will draft product that is required of the scope of work. Mr. Gustafson <br /> will provide technical and strategic guidance on matters relating to Streetcar mobility, operations and <br /> economic impacts, as may be related to the scope of work. <br /> Task 1 Project Management <br /> 1.1 Project Coordination and Management <br /> The purpose of this task is to assist in the coordination between HBA and SOJ for work described below <br /> in this scope. HBA will provide the coordination with the Environmental Review Management Team <br /> (ERMT). SOJ is a member of the Environmental Consultant Team (ECT) managed by HBA. SOJ will <br /> manage this contract in compliance with the Saltworks Project ERMT Communications Plan, Safety Plan, <br /> QA /QC Plan, and Project Document and Administrative Record Plan. <br /> 1.6 Project Reporting and Invoicing <br /> Progress Reports <br /> SOJ shall prepare and submit monthly Progress Reports throughout the term of the contract regarding <br /> SOJ's work. A Progress Report shall be provided to HBA to monitor the scope, the schedule, and issues <br /> with resolutions. The reporting period shall be the first day through the last day of each month. The <br /> Progress Report template provided by HBA may be modified from time to time, as appropriate. <br /> Invoicing <br /> SOJ shall submit a monthly invoice to HBA including cost of professional services and the direct <br /> reimbursable cost items with supporting receipts. <br /> 1.8 Program Coordination <br /> Ongoing program coordination shall be managed by the ECT Program Manager throughout the term of <br /> the contract. Coordination shall be conducted with the City Project Manager, ERMT, City Council, City <br /> Planning Commission, agencies, and the Applicant. <br /> SOJ will participate in specific ERMT and relevant agency meetings pertaining to project design and City <br /> streetcar or local transit circulator systems. This activity assumes a total of up to 20 hours from February <br /> to June 2011. SOJ's fee for this task assumes participation by conference call. <br /> Task 4 Environmental Section Outlines <br /> The purpose of this task is to capture and record appropriate information to be used in the subsequent <br /> phases of the Project.
