The project does not propose any new development or any physical changes to the <br />environment. Therefore, the project itself will not have a direct substantial adverse effect on any <br />special-status species or habitats. <br /> <br />The project could lead to the development of up to 213 new residential units, dispersed over various <br />locations in the City. Because the City cannot presently predict the specific locations where <br />development might proceed under the proposed R-2 amendmentJ it cannot conclude with certainty that <br />such development could not have an indirect adverse effect on sensitive or special-status species or <br />habitat. However, the potential effects of this development are expected to be less than significant. <br />The City's R-2 zoning districts, which comprise a/l of the area covered by the project, are already <br />developed to near capacity with existing residential uses, and do not overlay with known sensitive <br />species or habitats. Based on the City's survey and analysis of the properties that may be affected by <br />the ordinance amendment, the City has determined that most, if not all. development permitted <br />pursuant to the ordinance amendment would occur on infill parcels that are either already developed or <br />are surrounded on all sides by existing development. As a result there is very little chance that the <br />areas affected by the ordinance amendment contain sensitive or special-status species or habitat. <br />Nonetheless, subsequent CECA compliance undertaken in connection with the issuance of the PD <br />Permit required for future development under the proposed ordinance amendment will ensure that any <br />biological resources affected by such future development are adequately protected on a site-by-site <br />basis. Thereforel although the City does not have sufficient information about the future development <br />that may be permitted under the amended ordinance to conclude with certainty that it would not have <br />any effects on sensitive or special-status species or hab~ats, any such effects will be less than <br />significant. <br /> <br />121 <br /> <br />City of Redwood City, Planning) Housing and Economic Development Department <br />
