<br />7A <br />Page 42 <br /> <br />NOTICE OF INTENT TO ADOPT A <br />NEGATIVE DECLARATION <br /> <br />NOTICE IS HEREBY GIVEN to responsible agencies, trustee agencies! interest groups and the <br />general public that in compliance with Section 15072 of the California Environmental Quality Act <br />Guidelines, the City of Redwood City intends to adopt a Negative Declaration for the following <br />project <br /> <br />Project: Code amendment to Article 6 - R-2 (Residential-Duplex) Zoning District <br />City of Redwood City Zoning Ordinance <br /> <br />Project Location: Existing R-2 Zoning Districts: <br />1) Friendly Acres - 158.13 acres, 969 parcels, <br />2) Redwood Oaks - 72.99 acres, 480 parcels, <br />3) Redwood Shores -106.38 acres, 885 parcels, <br />4) West Woodside - 260.97 acres, 1, 487 parcels, <br />5) Other - 8.64 aces, 51 parcels <br /> <br />Project Applicant: <br /> <br />City of Redwood City <br /> <br />Project Description: <br />The City of Redwood City proposes to amend the text of Article 6 - R-2 - (Residential Duplex) <br />District of the Zoning Ordinance. The existing wording of the ordinance does not specify <br />development regulations as it relates to unit increments for lots larger than 10)000 square feet. In <br />the past, the City has permitted development in the R-2 district on lots greater than 10,000 square <br />feet, and has determined the permitted density of such projects by extending the permitted <br />densities for lots smaller than 10)000 square feet in a reasonably proportional manner to cover lots <br />larger than 10,000 square feet. The three options proposed for the text amendment specify three <br />different density levels for sites greater than 10,000 square feet which could include detached <br />single-family homes, duplexes (two units attached, one owner), attached "duet" homes (two units <br />attached, different owners), or multi-family (three or more units attached, either single or multiple <br />owners). Each of the three options has been analyzed, and none of the three options is expected <br />to increase the permitted density in the R-2 zoning districts by more than .43 percent over the <br />City's twenty year planning horizon. Under the most permissive (highest density) option, new <br />development would be limited to approximately 8.73 units per acre; the City's existing General Plan <br />permits up to 20 units per acre in the R-2 districts. Consequently, the proposed amendment is <br />consistent with the City's existing General Plan. The proposed code amendment per each <br />applicable subsection, with the proposed text change underlined, is as follows: <br /> <br />6 .1 Purpose. <br /> <br />"To stabilize and maintain the residential character of the district and permit a suitable environment <br />for family living on a smaller scale by permitting a higher density with .two (2) or three (3) families to <br />the lot. or low-scale multi-family olanned develooment includina attached and detached single- <br />familv homes on small lots. while maintaining individual privacy, open space, and facilities." <br /> <br />~ <br /> <br />City of Redwood City, Planning, Housing and Economic Development Department <br />
