<br />7A <br />Page 51. <br /> <br />Permit process. The code was not amended at the time that the interpretation was <br />established. Staff initiated this amendment in response to a lack of clarity, as well as a <br />result of a project which was approved in 2009 and during the entitlement process <br />concerns were raised with respect to the interpretation and ambiguity of this section of <br />the zoning ordinance. As such, staff feft compelled to clarify the matter at this time. <br /> <br />The City has allowed more than three units on many larger properties with R-2 zoning <br />over the years. These developments were processed through the Planned Development <br />(PO) Permit process (Article 46), which allows for flexibility in development standards for <br />a range of items, including setbacks, lot area for specific units and other factors. <br />However, the PD process does not allow deviations in overall unit density. <br /> <br />Public Outreach and Notification: <br />Approximately 3,600 public hearing notices have been sent to property owners and <br />interested parties within all R-2 Zoning Districts throughout the City. The public hearing <br />notice has been published in the Redwood City Daily newspaper 20 days prior to the <br />public hearing. Additionally, the public hearing notice has been posted on the City Hall <br />bulletin board. Redwood City libraries and the City's website. <br /> <br />Moreover. staff held a Community Open House at City Hall on April 8, 2010 to provide <br />additional information regarding the proposed Zoning Text Amendment and answer <br />questions. The open house was attended by approximately 12 individuals and lasted <br />for an hour. During the open house staff was able to answer clarifying questions and <br />took comments.
