<br />7A <br />Page 50 <br /> <br />Project Description <br />The existing R-2 section of the Zoning Ordinance specifies lot area standards 1 for up to <br />three units, but does not specify lot area standards for lots larger than 10,000 square <br />feet. The City has been applying its lot area standards for lots smaller than 10,000 <br />square feet to lots larger than 10,000 square feet on an incrementally proportional <br />basis. The proposed zoning ordinance amendment would establish and codify lot area <br />standards for lots larger than 10,000 square feet. Staff has developed and analyzed <br />three alternative lot area standards for Pfanning Commission and City Council <br />consideration that could be adopted for lots larger than 10,000 square feet. Each <br />alternative would permit detached single~family homes. duplexes (two units attached, <br />one owner). attached uduef' homes (two units attached, different owners), or multi- <br />family (three or more units attached or detached, either single or multiple owners). The <br />approved alternative would be included in proposed amendments to sections 6.1, 6.2 <br />and 6.6 of Article 6 of the Zoning Ordinance (Attachment 2). <br /> <br />Discussion/Issues: <br />General Plan and ZoninQ Compliance: The R~2 Zoning Districts are designated as <br />Medium Density Residential in the Redwood City 1990 General Plan and in the New <br />General Plan. This land use designation includes land to be developed with two to <br />three-story residential structures. Densities range from 8 to 20 dwelling units per net <br />acre in the land use category. The resultant density range, based on the new lot area <br />standard under alf three alternatives would comply with both General Plans (see Table <br />3 in the IS, pg. 24). The R-2 Zoning District is designed to accommodate single-family <br />dwellings, two-family duplexes dwellings, and three-family triplex dwellings. The <br />proposed amendment will alleviate any perceived constraints for housing development <br />and will proyide certainty and clarity with respect to the permit process. Any of the three <br />scenarios to be incorporated into the amendment, is in compliance with the applicable <br />land use policies and zoning requirements of the City of Redwood City as stated in the <br />City's adopted General Plan, the Draft (New) General Plan and Zoning Ordinance and <br />will not conflict with the land use pattern of the surrounding neighborhoods. <br /> <br />All potential development would be infill, while some existing residential units could be <br />displaced, they would be replaced with additional units, representing a net increase in <br />residential units in most circumstances (Friendly Acres with the 5,000 square feet/acre <br />alternative an exception). The potential for new residential infill development would <br />help address the City's Regional Housing Needs Allocation (RHNA) for 2007-2014 as a <br />component of the City's Draft Housing Element (pending adoption) by clarifying the <br />zoning provisions in the existing R-2 district to facilitate the entitlement process for new <br />residential units, thus to partially address the City's capacity to meet its regional housing <br />requirements. Therefore, the project would have a less~than-significant impact on <br />population and housing. <br /> <br />Approximately eight years ago, in response to developer inquiries about R~2 properties. <br />staff studied this issue and determined that It was appropriate to establish a clear <br />formula for calculating unit yield in the R-2 Zoning District for properties greater than <br />10,000 square feet that can potentially be developed through the Planned Development <br /> <br />1 Lot area standard is defined as the number of residential units that can be constructed on a specific <br />parcel of land. In the R-2 Zoning District, the lot area standards are as follow: one unit, requires a 5,000 <br />square feet of land area; two units require 7,500 square feet of land area; and three units require 101000 <br />square feet of land area. <br />
