<br />7A <br />Page 79 <br /> <br />· The Initial Study states the City's interpretation of R2 density does not allow new development <br />in excess of what the City would expect under the existing ordinance. Basically, the Initial Study <br />states the City's interpretation of Ri density Is compliant with the existing zoning ordinance. <br /> <br />The existing ordinance specifies densitY standards for Jots up to 10,000 square feet, <br />but does not specify density standafds""for lots larger than 10,000 square feet. The <br />City has been applying its" density standards for lots smaller than 10,000 square feet to <br />lots larger than 10,000 square feet on an Incrementally proportional basis. ... Staff has <br />developed and analyzed three alternative density standards _ " [Initial Study; page 1) <br /> <br />"... the highest density alternative presented to the Planning Commission and aty <br />Council would, in essence, codify the City's existing practice with respect to Its <br />implementation of R..2 zoning district ..." [Initial Study; page 3) <br /> <br />U ... the City has determined that the proposed ordinance amendment is not expected <br />to result In or allow new development In excess of what the City would expect under <br />the eXisting ordinance" [Initial Study; page 34] <br /> <br />The truth is that the Zoning OrdInance specifies density standards for all lot sizes, including tho$e <br />greater than 10,000 sq ft. The truth is that the City's interpretiltion of R2 density exceeds the specified <br />density standards of R2. Therefore, the City's interpretatIon of R2 density is not compliant with the <br />current "Zoning Ordinance. <br /> <br />Rl and R2 specify density standards by specifying the minimum lot size of each permitted use and by <br />limitIng the number of dwelling buildings on a single lot to only" one (1) of the permItted uses. For R2 <br />the permitted uses are single"family dwelling, two-family dwellin& and three~family dweUing, as <br />specified in sections 6.2. The minimum lot size for each permitted use IS specified in section 6.6. The <br />one (1)" dwelling building per lot is specified In section 6.10.B. <br /> <br />For refere"nce sections 6.2, 6.6 and 6.10.8 from the Zoning Ordinance are included below: <br /> <br />The follOwing structures and uses are permitted In the R-2 District: <br />A. Single-family dwellings; <br />8. Two (2)-family (duplex) dwellinp; <br />C. Three (3)-famlly (triplex) dWellings; <br />D. Accessory dwellings, subject also to the definition set forth in 2..5.2 and the <br />provisions of Article 37. [R2: Article 6.2) <br /> <br />The minimum building site area shall be five thousand (5,000) square feet for a single. <br />family dwelling, ~ven thousand five hundred (7,500) square feet for a two (l)..famlly <br />(duplex) dwelling, and ten thousand (10,000) square feet for a three (3)-familv <br />(triplex) dwelling. Additional minimum building site area requirements greater than <br />those specified In this section shall be determined In "accordance with the proVisions of <br /> <br />5 <br />
