[R2: Article 6.1]

Article 6.1 has an implied reference to another Zoning District when stating, I'family living on a smaller
scale". If R2 is family living on a smaller scale, then there must be another Zoning District with family
living on a larger scale. There is o,nly one zO'hingdistrict that has family living on a larger scale than R2.
That is R1. In the very first paragraph of Article 6, R2 (Residential- Duplex) District, there is a statement
directly linking R2 and Ri. There are no such links from R2 to the apartment loned districts, R3, R4 and
R5.

When we compare the purpose statements for Rl, R2, R3, R4, and RS, the fink between Rl and R2
becomes more dramatic. The purpose of each dtstrict is captured below:

To stabilize and protect the residential character of the dIStrict and to promote and
encourage a suitable environment for familY life on a neighborhood basis. [Rl: Article
6.1]

To stabilize and maintain the residential character of the district and permit a suitable
envIronment for familY .ivlnll on a smaller stale by permitting a higher density with
two (2) families to a lot while maintaining individual orfvacv. ooen sDace. and
facilities. [R2: Article 6.1]

To stabilize and maintain the residential character of the district for low density
aoartment lIv1nE! with substantial space for cooDerativelv used facilities and ODen
~. [R3: Article 7.1]

To stabilize and maintain the residential character of the district for medium density
small aoartments with adequate sp'ace for coooerativerv used fadlltfes and ODen
~. [R4: Article 8.1]

To stabilize and maintain the residential character of the district for high-density
aoartments with a mInimum of cooDerativelv used outdoor soace and a minimum of
Individual service facilities.
