7► -PI <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 13, 2003 <br />Subject <br />Agreement with City /County Association of Governments (C /CAG) for matching funds <br />for the Redwood Shores Taxi Shuttle Service Program. <br />Recommendation <br />Approve the Agreement with C /CAG to accept matching funds in the amount of $38,500 <br />to support the continuation and expansion of the Redwood Shores Taxi Shuttle Service <br />Program. <br />Background <br />The Redwood Shores Residential Taxi Shuttle Service Program is an on- demand, <br />shared ride taxi shuttle service that provides convenient, no cost transportation between <br />the Redwood Shores community and the San Carlos Caltrain Station, during peak AM <br />and PM commute hours. This program has been operating successfully since <br />September 2001, and the City would like to continue and expand the Program. <br />For the first 12 months of the Program, the cost per rider has averaged $7.14 (excluding <br />management and marketing costs), as detailed on Attachment "A ". This compares <br />favorably with the costs per rider for various shuttle services in nearby Peninsula cities, <br />as follows: <br />San Carlos Downtown Shuttle Pilot Program (terminated) $25 -50 /rider (actual) <br />San Carlos "Citywide" Shuttle (new) $7 /rider (projected) <br />Palo Alto Shuttles - Caltrain, Middle /High Schools (existing) $3.25 /rider (actual) <br />Menlo Park Senior Transportation Program (proposed) $6.50 /rider (projected) <br />East Palo Alto Caltrain Shuttle (proposed expansion) $5.50 /rider (projected) <br />Foster City Connections Shuttle Route — Hillsdale (proposed) $5.10 /rider (projected) <br />In the past years, the Program has been entirely supported by funds from the City's <br />Traffic Mitigation Fees Fund. The matching funds from the "Local Transportation <br />Services" Program will cover 50 percent of this upcoming year's (2003) estimated cost. <br />Alternative <br />Do not accept the grant and continue to finance 100 percent of the Program costs with <br />the City's Traffic Mitigation Fees Fund. <br />
