[,� <br />of California, finishing in Monterey at the Sea Otter Classic. Ultimately, the goal is to host a <br />twenty -day race in California similar to the Tour de France. <br />The race in Redwood City is proposed for April 9, 2003, and is more completely described in the <br />attached "Operational Narrative ", which details the course description, operational needs and the <br />requested public support. Basically, there would be two professional races, one for men and <br />one for women. The races would start and finish Downtown, but also circle a nine -mile course in <br />the Redwood City hills. Some streets in Downtown would be closed to non -race vehicular traffic <br />for the day, including Broadway from Winslow to Middlefield, and Middlefield from Broadway to <br />Jefferson. El Camino Real would be closed for a brief period as racers leave the Downtown and <br />access the circuit route in the hills, and then re -enter the Downtown to cross the finish line. As <br />described in the attachment, the race on the circular hill course would use "rolling enclosures" to <br />protect the riders and race caravan. A rolling enclosure allows public traffic to proceed, during <br />each lap of the race, once the race has passed. <br />In addition to the race event itself, ancillary activities have been proposed to benefit the <br />community. These activities include: <br />a. a "Fantasy Camp" on the weekend priorfeaturing elite athletes providing instruction to <br />local amateur and recreational cyclists; <br />b. elementary school visits by elite athletes sharing proper, safe riding techniques, <br />healthy lifestyle, and career opportunities; <br />c. VIP and Entertainment functions at the Fox Theater for athletes, sponsors and <br />community leaders. <br />Alternatives <br />Alternatives include not hosting the event; and, postponing the event to 2004. In terms of not <br />hosting the event, this is not recommended. Discussions have been held with appropriate City <br />staff, including the Traffic Engineer and key people from the Police Department and Fire <br />Department, which indicate the support requested is feasible. Meetings with the chair persons of <br />the homeowner associations, whose neighborhoods will be impacted, have been scheduled for <br />January 8"'. The Downtown Business Group will be briefed on the proposed event at its general <br />meeting on January 7 The input received from both meetings will be shared with the Council <br />verbally on the 16"'. A meeting with the appropriate San Mateo County personnel is also being <br />scheduled as a portion of the race will be in the unincorporated, county areas (See Maps <br />attached). <br />Staff feels the event is feasible this year provided that Redevelopment funding for the in -kind <br />support services is approved. While the event could be postponed, if the promoter knows by <br />February 1 at that the City will support the event, he feels it is feasible to produce the event this <br />year. Staff concurs. <br />Fiscal Impact <br />It is estimated that the public support and in -kind services for the event can be funded for an <br />amount not -to- exceed $25,000. $20,000 of that amount is the estimated cost of the public <br />safety personnel required for the rolling enclosure portion of the race. Redevelopment funds are <br />available and a budget amendment is recommended to appropriate the monies from the <br />Redevelopment fund balance to provide for the r public sucoort. <br />
