8 g -i� <br />Redwood City 2000 URBAN WATER MANAGEMENT PLAN <br />rationing; provides for excess use charges; establishes a water bank for use during <br />droughts; and provides for water transfers. The IWSAP has been approved by the <br />SFPUC and is currently before BAWUA member Boards of Directors for adoption. <br />The IWSAP cannot be implemented without unanimous approval of the SFPUC <br />and all 29 SFPUC wholesale customers including Redwood City. <br />Near -term Drought Management Plan <br />In the near -term, during the completion of the long -term plan, SFPUC and BAWUA <br />will assess and react to changing water availability conditions consistent with its <br />historically established practices. These practices include the periodic assessment <br />of water availability each year and a determination of need for water delivery <br />reductions (rationing) or implementation of water management opportunities. <br />Water Availability Assessment. Each year SFPUC forecasts the amount of water <br />that will become available for its use. This water includes runoff from the local Bay <br />Area watersheds and runoff within the Tuolumne River basin. This forecast is <br />updated periodically during the year and is fairly certain by early summer. The <br />forecasted water supply, is then compared to the anticipated water demands of the <br />SFPUC's retail and wholesale customers and other water obligations such as stream <br />flow requirements below reservoirs. Also entering into this comparison are <br />objectives for carry-over reservoir storage for drought water delivery protection. <br />Shortage Conditions. The SFPUC will compare the available water supply with <br />projected system -wide water purchases. A shortage condition exists if the SFPUC <br />determines that the projected available water supply is less than projected system- <br />wide water purchases in the upcoming Supply Year (defined as the period from July <br />1 through June 30). When a shortage condition exists, SFPUC will determine <br />whether voluntary or mandatory actions will be required to reduce purchases of <br />SFPUC water to required levels. <br />Water Allocation Program <br />To keep its customers aware of water conservation's importance, Redwood City <br />plans to implement a Water Allocation Program (WAP). The Program will give <br />each customer a water budget based on the actual needs at their site. The Program <br />will encourage conservation in normal water supply years and allow the City to <br />rapidly introduce allocations during droughts. Budgets will be based on both <br />interior and exterior requirements. All customer classifications will be included in <br />the Program.
