Redwood City 2000 URBAN WATER MANAGEMENT PLAN <br />modify the allocation formulas to the desired level. <br />Voluntary Response <br />If the SFPUC determines that voluntary actions will be sufficient to accomplish the <br />necessary reduction in water use throughout its service area, the SFPUC and <br />BAWUA will make good faith efforts to reduce their water purchases to stay within <br />their annual shortage allocations and associated monthly water use budgets. The <br />SFPUC will not impose excess use charges during periods of voluntary rationing, <br />but may suspend the prospective accumulation of water bank credits, or impose a <br />ceiling on further accumulation of bank credits. <br />Redwood City in specific response to a voluntary call for reductions will ask its <br />customers to cutback use through efforts above beyond the DMM in place. <br />Voluntary restrictions and attendant programs will provide reductions up to <br />approximately 10 %. Mechanisms which may be employed include: <br />• Media appeals for customers to reduce use. <br />• Rate adjustments. <br />• Water Allocations tailored to each customer. <br />Mandatory Response <br />Under more severe drought conditions SFPUC and BAWUA may determine that <br />mandatory actions will be required to accomplish the necessary reduction in water <br />use. Under these mandatory restrictions, Redwood City must reduce its <br />consumption to specified levels. Under the IWSAP, cutback targets are determined <br />by a fixed formula when restrictions are under 20% SFPUC system -wide. Formulas <br />adopted in the IWSAP will engender greater cutbacks for Redwood City from <br />current consumption (see Figure 3). <br />To achieve these cutbacks Redwood City's customers should meet specific <br />individual targets. Measures which might be used to reduce water use include: <br />• Media appeals to customers to reduce use. <br />• Water price adjustments. <br />• Mandatory water allocations tailored to each customer (rationing). <br />July 15, 2002 35 Revision No. 1 <br />
