ORAL COMMUNICATIONS <br /> <br />Janet Borgens spoke about a recent barbeque fundraiser held by city firefighters, police <br />officers, city commissioners, and other community members on their personal time off <br />to benefit a local family who recently lost everything in a fire. She expressed her thanks <br />and admiration to everyone who donated their time, services, and other presents to the <br />family, including games for the children. <br /> <br />............................................................................... <br /> <br />7. STAFF REPORT PUBLIC HEARING *(Agenda was revised 06/04/2010 to correct <br />subheading) <br /> <br />A. Appeal of an Initial Study/Negative Declaration for a Zoning Text Amendment <br />pertaining to lot size regulations for the Residential Duplex (R-2) Zoning <br />District in Article 6 of the Zoning Ordinance. <br /> <br />Recommendation: <br />1. Deny the appeal by motion, and thereby uphold adoption by the Planning <br />Commission of the Initial Study/Negative Declaration (IS/ND) regarding the <br />R-2 Zoning Text Amendment, as revised (Attachment 1), with the following <br />finding: <br /> <br />On the basis of the entire record before the City Council, including the Initial <br />Study, any comments received, and the testimony and evidence presented <br />at the June 7, 2010 public hearing, that there is no substantial evidence that <br />the project will have a significant effect on the environment, and that the <br />IS/NO reflects the lead agency's independent judgment and analysis. <br /> <br />2. Introduce an Ordinance amending .Article 6 of the Zoning Ordinance for the <br />R-2 Zoning District (Attachment 2) pursuant to the Planning Commission's <br />recommendation. <br /> <br />AN ORDINANCE AMENDING ARTICLE VI R-2 (RESIDENTIAL DUPLEX) ZONING <br />DISTRICT OF THE REDWOOD CITY ZONING ORDINANCE <br /> <br />Saleish Mehra, Associate Planner, presented the report (presentation on file). He <br />explained that the ordinance does not specify rules for increments above 10,000 square <br />feet. He also shared past practices focusing on a few of the Planned Permits issued. <br />He explained that staff recommends that Council deny the appeal and accept the other <br />actions in the staff recommendation. Ms. Ekas, Planning, Housing & Economic <br />Development Director, provided some context for this zoning text amendment as well <br />as next steps. She also covered the community outreach done in preparation of the <br />hearing tonight and how it exceeded the legal requirements. She then covered next <br />steps. She also covered the Planning Commission assessment. <br /> <br />Mayor Ira explained that this item had to be moved from last week due to a newspaper <br />snafu.
