<br />Mr. Bautista expressed his disappointment at the process. He said he was notified <br />about the public hearing 10 days in advance and he is upset about the fact that the staff <br />report does not mention his appeal. He believes that this zoning text amendment will <br />allow apartments in R-2 zoning. He was extremely upset about a certain attachment of <br />the staff report. He also opined that this is tied to the Kentfield project and its density. <br />Mr. Bautista said there will probably be a lawsuit since this is an extension of the <br />Kentfield project. He noted that there was no traffic impact report and instead there is <br />just a comment from staff stating there is no traffic impact. <br /> <br />Public Comment: <br />Joel Butler addressed Council as a concerned friend, a family member, a professional <br />and a father. He believes more housing opportunities will come from this action. He <br />provided his experience with the difficulty of purchasing locally. He would like greater <br />housing opportunities and codifying the city's interpretation of the zoning. <br /> <br />Kathleen Eichler echoed the preceeding speaker's words. She supports more housing <br />and she thanked the Council and the Planning for their work and spoke in favor of <br />extending and amending the language for R-2 zoning. <br /> <br />Vera Bennett, a life-long resident, explained her expectations of the City as a property <br />owner in the R-2 area. She spoke about the 2500 increments and its history. She <br />believes that new housing is needed. She apologized for the fact that her property was <br />a catalyst for this and expressed the hope that the recommendation would be <br />approved. <br /> <br />Eric Peterson, an architect from Menlo Park, agrees with the 2,500 square feet and <br />spoke in favor of the proposed text amendment. <br /> <br />Gina Henson, a Redwood City business owner of a real estate and residential <br />construction company, and life-long resident of the City of Redwood City, said that she <br />is in favor of approving the proposed text amendment. <br /> <br />Brad Smith representing Pacific Peninsula Group, spoke in favor of the need for clarity <br />in the zoning code and how it is applied. He opined that it is the right thing to add <br />clarity, establish a firm cap, and confirm a consistent process. <br /> <br />Bill McClure, a Menlo Park Attorney, representing Kentfield LLC addressed comments <br />made by Mr. Bautista. He said the real issue is the zoning ordinance and not the <br />negative declaration and upon review, there was found to be no substantial effect on <br />the environment and that Mr. Bautista' appeal is not substantiated with facts. <br /> <br />MIS Foust/Aguirre to close the public hearing. Motion carried by unanimous <br />voice vote. <br /> <br />MIS Foust/Seybert to approve the staff recommendations including the finding. <br />Minute Order 10-103 <br />The maker of the motion stated how upset she was about the way she was treated <br />tonight and how the residents of Redwood City need to reclaim this city.
