d. Enhance the aesthetic appeal of commercial streetscapes and minimize <br /> distractions to motorists by limiting the percentage of any storefront window that <br /> may be covered with signs and the combined area of signs displayed on any <br /> building facade; <br /> <br /> e. Ensure that commercial signs identify a business in an attractive and functional <br /> manner rather than primarily attracting attention to a business or advertising <br /> goods or services sold or manufactured on the premises; <br /> <br /> f. Establish procedures to allow the continued use, maintenance and repair of <br /> nonconforming historic signs that preserve locally recognized values of <br /> community appearance or that reflect unique characteristics of development; and <br /> <br /> g. Promote traffic safety by prohibiting signs that constitute a traffic hazard or <br /> obstruct the visibility of motorists, bicyclists or pedestrians. <br /> <br />Section 3.61. Definitions. The following words and terms as used in this Article shall <br />have the meaning respectively ascribed thereto: <br /> <br />Section 3.61.1. A-frame Sign. A portable sign with two (2) faces connected at the top <br />and spread apart at the bottom. <br /> <br />Section 3.61.2. Abandoned Advertising Display. Shall mean any display remaining <br />in place or not maintained for a period of 90 days which no longer advertises or <br />identifies an ongoing business, product, or service available on the business premise <br />where the display is located. <br /> <br />Section 3.61.3. Abandoned Sign. A sign remaining in place for a period of ninety <br />(90) days after it no longer identifies or advertises an ongoing business, product or <br />service available on the premises where the sign is located; or that relates to a time, <br />event, activity or purpose which has transpired. <br /> <br />Section 3.61.4. Address Sign. A sign that displays the official address of a property <br />or building. <br />Section 3.61.5. Animated Sign. A sign with action or motion created by light, wind, <br />electricity or mechanical means. <br /> <br />Section 3.61.6. Artwork, Advertising. A work of art, supergraphics or company logo <br />that serves to identify, advertise or attract attention to a business, person, organization, <br />product, service activity or event. <br /> <br />Section 3.61.7. Artwork, Decorative. A work of art displayed solely for the purpose of <br />decoration that does not identify, advertise or attract attention to a business, product, <br />service or activity. Examples of decorative artwork include but are not limited to <br />statues, murals, sculptures and wooden carvings. <br /> <br />Section 3.61.8, Audible Sign.
