j. Unauthorized Signs. Any sign installed without a permit required under the <br /> provisions of Division 2 ("Permits") of this Article or any sign otherwise <br /> authorized, but placed on private property without the permission of the owner <br /> thereof. <br /> <br />Section 3.114. Unauthorized Locations. Unless otherwise authorized in this Article, <br />this Code or federal, state or local regulations, no person shall install display, post, <br />paint or maintain any sign described below in or at the locations respectively prohibited: <br />a. Off-Site. Signs which identify, advertise or attract attention to a business, <br />product, service, event or activity that is sold, existing or offered at any location <br />other than upon the same property where the sign is located, with the exception <br />of community activity signs, open house signs, garage sale signs, political signs, <br />public interest signs and signs permitted under the provisions of a Freeway <br />Overlay District (as defined and described in the Zoning Ordinance) that comply <br />with the following requirements: <br /> <br /> 1. Written permission has been obtained from the property owner prior to <br /> displaying a sign; and <br /> <br /> 2. Signs are displayed in a manner that does not impede the movement of <br /> vehicles, bicycles or pedestrians; imitate, simulate or interfere with an official <br /> traffic sign, signal or devise; or obstruct the visibility of motorists, bicyclists or <br /> pedestrians as set forth in subdivision (b) of this section. <br /> <br /> b. Public Right-of Way. Any sign in or upon any street, parking strip, sidewalk, <br /> post, crosswalk, curb, parking meter, utility pole, light standard, hydrant, bridge, <br /> drinking fountain, traffic sign, signal, traffic control device or any portion of a <br /> public right-of-way, with the exception of community activity signs, open house <br /> signs, garage sale signs, political signs, public interest signs and government <br /> signs, which shall be permitted, subject to the following conditions: <br /> <br /> 1. The sign is not displayed in a location or manner which impedes, or could <br /> impede, the movement of vehicles, bicycles or pedestrians; imitates, <br /> simulates, or interferes with an official traffic sign, signal or device; or <br /> obstructs the visibility of motorists, bicyclists or pedestrians; and <br /> <br /> 2. The sign is not displayed within that portion of a public right-of-way <br /> between a street and a sidewalk, with the exception of open house signs <br /> and political signs in a residential district that comply with the following <br /> requirements: <br /> <br /> i.
