M. Government Code Section 66498.1(c) provides that a local <br /> agency may condition or deny a permit, approval, extension, <br /> or entitlement with respect to a vesting tentative map if such <br /> condition or denial is required in order to comply with State <br /> or Federal law; <br /> <br /> N. The inconsistency between the CG Zoning District <br /> classification and the Specific Plan relating to Parcels 8A <br /> and 8B violates State law, and issuance of any further <br /> entitlements for the Development would cause a continuing <br /> violation thereof; <br /> <br /> O. The owners and developers of the above-described Parcels <br /> 8A and 8B and the Development proposed to proceed with <br /> the Development, and will do so, unless a moratorium is <br /> imposed upon the issuance of further entitlements, <br /> including, but not limited to, a building permit or permits for <br /> the Development; <br /> <br /> P. In order to protect the public safety, health, and welfare from <br /> the detrimental effects of the Development, to prevent a <br /> violation of State law, and to provide opportunity for the <br /> Planning Commission and Planning Department of the City <br /> to consider or study altemative uses consistent with Policy <br /> 17 of the Specific Plan, a moratorium upon development <br /> <br />Ord-0~9 4 <br />F:/shared/redwood/council <br />DES:rg <br />09/02/97 <br /> <br /> <br />
