premiums. The Tree Preservation Permit was also discussed and Mr. Ingram
explained this is a long-term recovery system. Ms. Harang explained that this figure is
an estimate. One Council Member asked how the implementation would work and staff
provided some details. Council agreed on implementing this revenue alternative.

A Council Member did not want the Childcare Coordinator or the Juvenile Officer cuts.
Mayor Ira noted that the budget was prepared to begin in July 1 and the cuts will take
effect later so it is important to have a cushion/shock absorber and also some money
will be needed for the economic coordinator. Mayor Ira asked if there was anything
else that needed to be brought back to the Wednesday meeting. One Council Member
explained that public safety is not an "on or off' switch. The Police Chief was asked by
a Council Member to look at their cuts again and officers were encouraged to consider
the retirement option. This Council Member asked for a long term approach from POA
and PSA. She also said that sharing medical costs is an important matter.

One Council Member would like to have a study session on pension reform. Another
Council Member shared his disappointment at the unions that agreed to take a pay
raise. It was noted that a "shock absorber" period might be needed for the Fire
Department to implement the cuts. This Council Member would like to take a hard look
at what is the right number to run a city this size. The question came up of what is our
strategy for our future needs and having a larger vision that ties everything together.
This vision would be multi-departmental and across the board. Another Council
Member opined that the labor groups must be part of the solution.

Mayor Ira announced that the third budget study session will begin at 6:00 p.m.

Council thanked Mayor Ira and Vice Mayor Aguirre for their dedication and leadership.

(The council held its second study session between 7:23 p.m. and 10:19 p.m. For the full
content of the meeting please view the web stream of the Council Meeting at
htto://www.redwoodcitV.ora/aovernmenUcouncil/meetinas.htmland select agenda item 7)

8.
