<br /> <br />July 26, 2010 <br /> <br />Subject <br />Agreement for Preventative Maintenance and Repair of Pumps & Motors - Sanitary <br />Sewer System ITT Flygt Submersible Pumps <br /> <br />Recommendation <br />1. By motion, authorize an Agreement with ITT Water & Wastewater USA, Inc. of <br />Fairfield, CA in the amount of $156,450 for preventative maintenance and repair <br />services of various sized ITT Flygt submersible sewage pumps. <br />2. By motion (and affirmative vote of at least five members of the Council), approve <br />sole source purchase of replacement pumps in the amount of $55,646 for sewer lift <br />station 10 and lift station 23. <br /> <br />Background <br />This is a request to enter into a sole source agreement with ITT Industries, Fairfield, CA for <br />the rnaintenance and repair of the City's Sanitary Sevyer System lIT Flygt submersible <br />pumps and pump motors. ThelTT Fairfield office is the Western Regional offic~s of ITT <br />Water & Wastewater USA, Inc., with U.S corporate headquarters offices in Charlotte, North <br />Carolina, is a wholly owned subsidiary of lIT Flygt of Sweden. The firm is the <br />manufacturer and distributor of the City's fleet of sanitary sewer submersible pumps. The <br />corporation's Fairfield office contains a full service pump maintenance and repair facility. <br /> <br />While other firms can provide repair services for these pumps, they must purchase <br />exclusively from ITT Water & Wastewater USA or their authorized distributor. There is no <br />appreciable cost or service performancebenefit to the City derived frorn implementing the <br />competitive process for the sewer system pumps. I n prior years only one other vendor has <br />provided pump repair service for the system's Flygt submersible pumps; and there were <br />troublesome service delays and frequent long lag times between a pump is pulled and <br />returned to service, in several instances. <br /> <br />Over several years, Public Works Services standardized the City's fleet of sewer pumps to <br />the ITT Flygt submersible pumps. These pumps have proven to be the most durable and <br />reliable pumps for the City's sewer system. A standardized system allows for a small, <br />dedicated inventory of parts for the pumps, rather than stocking parts for a variety of pump <br />manufacturers, and; it allows the system utility specialist to be familiar with the workings <br />and unique characteristics of these pumps. Contracting with the manufacturer ensures <br />knowledgeable service, and ensures the availability and use of official manufacturer parts. <br /> <br />The scope of services includes scheduled preventative maintenance (PM) according to a <br />21-point inspection checklist specific to the submersible pumps in sewer system fleet. <br />Additionally, the Public Works Services policy regarding pump servicing is to complete a <br />cost analysis of pump repairs I rebuild to pump replacement. When the cost to rebuild the <br />pump is 500/0 or more of the replacement costs, Public Works Services will authorize <br />purchase of a replacement of the pump.
