A final and fourth change order is <br />also anticipated to complete "punch list" items to complete Phase I up to $5,000. <br /> <br />Phase II of the property rehabilitation is being prepared for formal bidding and will <br />include the repair and rehabilitation of the remaining 16 units, common areas, and <br />exterior improvements. Upon execution of a pending contract for property management <br />with Mid Peninsula Housing Management Corporation, existing tenants will be relocated <br />to completed units, five Housing Outreach Team (HOT) units can be leased to chronic <br />homeless, and the remaining vacant units can be leased. <br /> <br />ALTERNATIVES <br />The Council may choose not to authorize the additional funding and the units in <br />progress would remain incomplete and unoccupied. <br /> <br />FISCAL IMPACT <br />The Main Street Rehabilitation budget was approved in the Community Development <br />Block Grant and HOME (CDBG/HOME) Annual Action Plan for 2009 along with the <br />budget for acquisition, $194,887.00 CDBG-R funds for energy efficiency improvements, <br />and $75,000.00 for multi-family rehabilitation. The CDBG/HOME Annual Action Plan for <br />2009 was approved by Council by Resolution 14934 on April 27, 2009. Further, in <br />September 2009, the 2008-2009 Consolidated Annual Performance Evaluation Report <br />(CAPER) reported to the HUD the total of $255,000 in multifamily rehab funds for the <br />project for energy efficiency and rehab improvements as a continuing activity.
