talk with the City Manager in order for him to get the Police Chief to have the officers
speak up.

City Attorney Yamamoto stated that the City Council has no jurisdiction with respect to
the District Attorney's investigation and City Council has no jurisdiction with respect to
the Coroner's investigation. Additionally, the City Council has no jurisdiction over any
internal affairs investigation that the Police Department conducts, because the City
Charter approved by the voters of Redwood City determined that the elected officials
of the City are not to interfere in the administrative functions of the department. An
internal affairs investigation is, in fact, an administrative function of the department.
The only level in which the City Council can become engaged in personnel
investigations is with respect to your Council appointees: the City Manager, City Clerk
and City Attorney.

Steven Howard, Architectural Review Committee Member, speaking as an individual,
stated that in the work of the ARC there are processes where it appears improvement
can occur, but a formal letter has not been finalized as yet. In the meantime, he asked
that Council look at how the City issues citations and the time often required to
determine the owner of the property. The second issue is to schedule automatic
follow-ups for businesses that have opened on a regular scheduled basis.

Lupita Escobedo, sister to Rick Escobedo, asked if it is not the Council that oversees
the Police Department, and then who would it be that Chief Bolanos is to report.

_ City Manager Everett responded that Chief Bolanos reports to him and that all
messages and questions should be directed to him and that he is the final authority on
items that are personnel in nature within the City.

7. CONSENT CALENDAR-

Items on the Consent Calendar are considered to be routine by the City Council and
will be enacted by one motion and one vote. There is no separate discussion of these
items unless a Council Member or Citizen so requests, in which event the item will be
removed from the Consent Calendar and considered in its normal sequence on the
agenda.

M/S Ruskin/Hartnett to waive reading of the Consent Calendar except the ordinances
by title, adopt the resolutions and the ordinances, and approve other items. The
motion passed by a unanimous roll call vote with Council Member Jordan abstaining
on Item 7.1A.

7,1 Section - Motions

A.
