qlA -lb <br />employees; to assign work to employees in accordance with the requirements of the City; to <br />establish and change work schedules and Assignments; to lay off employees for lack of work; to <br />expand or diminish services; to subcontract any work or operations; to determine and change <br />methods of operations; to determine and change work locations an the processes and materials to <br />be employed; to take all necessary actions to perform its functions in emergencies. <br />SECTION 5. ASSOCIATION REPRESENTATIVES <br />City employees who are official representatives or unit representatives of the Association shall <br />be given reasonable time off with pay to attend meetings with management representatives, or to <br />be present at hearings where matters within the scope of representation or grievances are being <br />considered. The use of official time for this purpose shall be reasonable and shall not interfere <br />with the performance of City services as determined by the City Personnel Officer. Such <br />employee representatives shall submit a written request for excused absence to the Police <br />Department head or his or her designated representative with an information copy to the City <br />Manager, at least two (2) working days prior to the scheduled meeting whenever possible. <br />Except by mutual agreement, the number of employees excused for such purposes shall not <br />exceed two (2). <br />SECTION 6. NO STRIKE <br />The Association, its members and representatives, agree that they will not engage in, authorize, <br />sanction, or support any strike, slowdown, stoppage of work, curtailment of production, <br />concerted refusal of overtime work, refusal to operate designated equipment (provided such <br />equipment is safe and sound) or to perform customary duties; and neither the Association nor any <br />representatives thereof shall engage in job action for the purpose of effecting changes in the <br />directives or decisions of management of the City, not to effect a change of personnel or <br />operations of management or of employees not covered by this MOU. <br />SECTION 7. PAY <br />7.1 Pay Period <br />Employees shall be paid bi- weekly. <br />7.2 Salary Increases <br />7.2.1 Effective September 9, 2002, the monthly salaries shall be increased by 7.4% <br />with a monthly salary range as follows: <br />Police Sergeant 7107 7460 7833 8226 8638 <br />7.2.2 Effective with the first full pay period beginning on or after September 1, 2003, <br />salaries shall be calculated by comparing the total compensation of Police <br />Sergeants in Redwood City to the average total compensation of Police <br />Sergeants and Police Lieutenants in the cities and with the formula specified <br />below: <br />
