3. Relocate ambulance drop-off area from Walnut Street to Veterans Blvd.

4. Relocate and reconfigure Walnut Street emergency department (ED) drop-off
and walk-in area.

5. Revise Walnut Street and Veterans Blvd. setback and frontage improvement
standards.

RESOLUTION No. 15043 OF THE CITY COUNCIL OF THE CITY OF REDWOOD
CITY RECOMMENDING THE ADOPTION OF THE KAISER DOWNTOWN
MEDICAL CAMPUS PRECISE PLAN AS REVISED

Ms. Riordan, Senior Planner, presented the report and explained this has been in the
works since 2003 (presentation on file). She gave details on the project and how it is not
at its maximum density. She went through the Replacement Project and the Requested
Precise Plan Changes. Ms. Riordan covered next steps and invited the applicant to
address Council.

Ms. Stacy Wagner, Director of Public Affairs for Kaiser Permanente, presented a brief
video of their plan. She acknowledged and thanked staff for the hard work.

One Council Member commented how airy the hospital looks. It was mentioned that
Kaiser needs to be recognized for being a part of the fabric of this community. Another
Council Member was appreciative of the visual display. Council asked if the current
hospital will be remodeled to look like this one and Ms. Wagner confirmed. Council
inquired about reactivating a certain parking lot and staff said there are future plans for
medical office building use there. It was suggested that a mural be placed on the parking
lot. One Council Member encouraged Kaiser to incorporate art in their design. Various
Council Members were appreciative of how Kaiser has bridged downtown with their facility
through Marshall Street.

Mayor Ira Opened the Public Hearing

Public Comment
Janet Borgens, Planning Commissioner, said she was speaking as a resident and solely
on her behalf, and expressed appreciation for the plan with the exception of a problem. It
has to do with the corner of Maple and Veterans (going Eastbound towards the Police
Department.) She opined it is dangerous to make a right-hand turn there because of a
utility box and pedestrians are not visible. She encouraged studying this and changing it
so that there is no turn on a red light.

William Nack, speaking on behalf of the San Mateo Building Trades Council, with over 14
thousand members, spoke in support of approving the Kaiser Downtown Medical Campus
Precise Plan for Kaiser Permanente's Phase I Hospital Replacement Project. He spoke
about the developer's commitment to jobs and the positive impacts this project would have
as this union has a 250/0 unemployment rate and their people are trying to survive on
unemployment, part-time jobs, food stamps, and some are losing their homes. He opined
this might be our very own stimulus program.

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD
MEETING MINUTES

July 26, 2010
PAGE 6
