<br />0.1 L; <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />August 9, 2010 <br /> <br />SUBJECT <br />Award of Contract - 2009-2010 Spot Repair and Slurry Seal Project <br /> <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the standard form contract <br />00520 for the 2009-2010 Spot Repair and Slurry Seal Project to G. Bortolotto & Co., Inc. <br />of San Carlos, for their responsive and responsible low base bid of $543,591.13, and <br />authorize the City Manager to increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />The 2009-2010 Spot Repair and Slurry Seal Project is part of the city's Roadway <br />Management System (RMS) Program, which performs on-going pavement repair and <br />replacement. The purpose of this project is to resurface portions of Edgewood Road, <br />Canyon Road, Alameda de las Pulgas, Femside Street, Goodwin Avenue, Roosevelt <br />Avenue, and Hopkins Avenue. <br /> <br />The work of this project will make spot repairs to failed areas followed by a slurry seal <br />resurfacing of the designated roadways. Pavement areas fail for a variety of reasons <br />including traffic loads, weather, and intrusive tree roots. After spot repairs are <br />completed, selected roadways will be slurry sealed. Slurry is a cold mixed material <br />comprised of aggregate, asphalt binder, and additives. It is a cost-effective preventive <br />maintenance measure that provides a new wearing surface, seals and protects the <br />underlying pavement from damage due to weather, and extends the useful life of the <br />pavement. <br /> <br />In the past, as with the 2008-2009 Slurry Seal Project, the spot repair work has been <br />performed by the city's Public Works Services Department. Reduced staffing and <br />workload constraints prevent the Department from continuing to perform these repairs. <br />The spot repair work has been included in this contract. <br /> <br />Subsequent to the slurry application, roadways will be restriped similar to their original <br />alignment. Minor striping changes will take place on some streets. On Hopkins <br />Avenue, existing bicycle lanes will be widened to six feet in each direction instead of five <br />feet. Notice of the proposed roadway project will be mailed to area residents and <br />property owners for receipt on or around August 11, 2010. A press release is <br />scheduled for issue on that same date. <br /> <br />The five (5) bids received at the bid opening on July 21, 2010 are summarized in the <br />table below. <br />
