<br />6.2A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />August 9, 2010 <br /> <br />SUBJECT <br />Metropolitan Transportation Commission (MTC) Regional Bicycle Program (RBP) <br />funding for the Bair Island Bay Trail Improvement Project and the Skyway/Shoreway <br />Bike Route Improvement Project. <br /> <br />RECOMMENDA liON <br />1. Approve, by resolution, a request to the MTC for allocation of Fiscal Year 2010/11 <br />"Regional Bicycle Program" PedestrianlBicycle project funding and authorize the <br />City Manager to execute related documents and accept funds. <br />2. Approve, by motion, the allocation of MTC "Regional Bicycle Program" grant funding <br />to the following projects: <br />a) Bair Island Bay Trail Improvement Project <br />b) Skyway/Shoreway Bike Route Improvement Project <br /> <br />BACKGROUND <br />The city, as part of single countywide application coordinated by City/County <br />Association of Governments (C/CAG), requested and received funding from MTC for <br />projects that exclusively benefit pedestrians and/or bicyclists. This funding is known as <br />"Regional Bicycle Program" funding. City staff proposed two projects which meet <br />MTC's criteria for "Regional Bicycle Program" funding eligibility. On June 10, 2010 <br />C/CAG informed staff that these projects could be funded. <br /> <br />MTC will provide $593,770.00 in grant funding for the two specified projects. The city is <br />required to provide matching funds in the amount of $76,940.00. Matching funds are <br />currently available from the City's approved FY 2010/11 Traffic Mitigation Fees Fund - <br />Bicycle/Pedestrian Enhancement Program. <br /> <br />The two projects proposed to receive MTC RBP grant funds are as follow. <br /> <br />Bair Island Bay Trail Imorovement Proiect. This project consists of improvements to a <br />half mile portion of the unbuilt Regional Bikeway Network. Also part of the Bay Trail, <br />this existing levee pathway provides access from Whipple Avenue to Bair Island Road. <br />The proposed project will improve the existing dirt trail to bridge a gap in bike/pedestrian <br />path of travel between the U.S. 101 auxiliary lane bike path (Class I) terminating at <br />Whipple Avenue and the existing Class II bike lanes on Bair Island Road. Currently, <br />most of this trail section is either unimproved or deteriorated. A complete renovation of <br />it is proposed that will include grading and paving so that this trail section is level across <br />its course from Whipple Avenue to Bair Island Road. The trail design will be fully <br />compliant with Americans with Disabilities Act guidelines where the trail intersects with <br />Whipple Avenue and Bair Island Road. PG&E owns the fee title to the land as their <br />transmission towers are located on it and they service those towers. PG&E has <br />indicated that they will work collaboratively with the city to achieve the objectives of this <br />project. <br />
