6.2A
Page 2

Skvwav/Shorewav Bike Route Improvement Proiect. This project consists of
improvements to an unbuilt bike route that extends through Redwood City, San Carlos,
and Belmont. The proposed project will create approximately 1.6 miles of new bike
route. It includes signage and "share the road" pavement markings on Skyway Road.
New bike lanes will be installed along Airport Way, which will improve safety for cyclists
at the intersection of Redwood Shores Parkway and Airport Way/Shoreway Road.
North of that intersection, bike lane improvements will be incorporated on the
southbound side of Shoreway Road. A bike path will be installed on the shoulder to
assist cyclists making a right turn onto westbound Redwood Shores Parkway. This will
help to separate cyclists from the heavy truck traffic that travels this section of
Shoreway Road. A through bike lane will also be installed for southbound cyclists. New
bike sensitive traffic signal detectors will be installed to help cyclists cross the
intersection. Bike route signage and sharrows will be installed on northbound Shoreway
Road. In the San Carlos portion of Shoreway Road, which is parallel to U.S. Highway
101, San Carlos has agreed to restripe the roadway section and install Class II bike
lanes up to the San CarloslBelmont city limit.

Staff has been in contact with members of the bicycle community regarding both
projects. Staff will continue to seek recommendations and suggestions from the bicycle
community throughout the final design process for both projects.

MTC has approved the projects, as concepts, for grant funding. Staff will begin to
finalize the design for both projects within the next 90 days. Required review of final
design by both Caltrans and MTC is expected to be concluded by March of 2011.
Award of construction will follow within the next 90 days and staff expects construction
on both projects to be underway by the start of next summer.

ALTERNATIVES
Council may choose not to accept funding from MTC and direct staff to seek other
funding sources.

FISCAL IMPACT
The city anticipates receipt of $593,770.00 in grant funding from MTC that requires
matching city funds as follows for the two proposed projects:
a) Bair Island Bav Trail Imorovement Proiect - MTC grant of $337,343.00 requires
city funding of $43,707.00 (11.470/0 of total cost estimate). City funds in the amount of
$92,517 are available from the Traffic Mitigation Fees Fund, as approved and
appropriated in the approved FY 2010/11 budget.
b) Skvwav/Shorewav Bike Route Improvement Proiect - MTC grant of $256,427.00
requires city funding of $33,233.00 (11.47% of total cost estimate). City funds in the
amount of $92,517 are available from the Traffic Mitigation Fees Funds approved and
appropriated in the approved FY 2010/11 budget.

Staff expects to receive MTC "Regional Bicycle Program" grant funds in February, 2011.
Staff will return to Council for amendment to the budget to reflect receipt and intended
expenditure of these grant funds when awarding the contracts for construction.
