Under this task, consultant will also evaluate the water quality that may result from using a variety of
advance treatment technologies or blending. Using these matrices as a discussion outline, a meeting with
the City will be conducted to refine previously established City water quality goals for landscape use, and
discuss how these goals might impact non-landscape irrigation users in the future, if the City decides to
expand service to other markets.

Subtask 1.4 - Perform Expanded Area Market Assessment

Consultant will perform a limited evaluation of the potential types of markets and associated demands in
other areas of Redwood City, San Carlos, Belmont and Foster City that are in close proximity to SBSA's
facilities using existing reports, mapping and reconnaissance.

Subtask 1.5 - Prepare Technical Memorandum No. 1: Market Assessment

Work under the Market Assessment task will be summarized in a draft and final Technical Memorandum
No. 1 (TM-l) to the City. Ten copies of the draft and final Tm will be provided. Following receipt of
City's written comments to the draft TM, a meeting will be conducted to review and finalize the TM. An
aerial map will be prepared that identifies the potential customer sites consistent with the RWC Billing
Database, and shows the use type and size using an overlay of dots and colors; i.e. larger water users will
have larger dots. The users and demand information will also be summarized in a spreadsheet format.

Task 2 - Treatment Evaluation

The treatment evaluation will use the following step-by-step approach.

· Confirm Understanding of SBSA Facilities

· Identify and Screen Treatment Technologies and Operations Strategies

· Prepare Initial Alternative Summaries - Facility Requirements, Operations Strategies, Cost and
Non-Cost Factors

· Conduct Screening Workshop and Select Final Alternatives for Study

· Perform Feasibility Evaluation of Selected Alternatives

Subtask 2.0 - Confirm Understanding of the SBSA Facilities

Consultant will confer with SBSA staff to review existing system operations and make certain that we
understand their issues and concerns associated with future recycled water production.

Subtask 2.1 - Identify and Screen Treatment Technologies and Operations
Strategies

Consultant will identify and potential treatment technologies and operations strategies that meet the City
and SBSA's objectives and Title 22 requirements for recycled water production. Filtration, disinfection,
storage and controls will be primary facility components reviewed against redundancy, reliability and
operating cost factors. Ability to phase facilities over time will be addressed.

Subtask 2.1.1 - Filtration

Two screening alternatives for filtration will be reviewed that include (1) provision of new chemical
coagulation and filtration facilities dedicated to recycled water production, or (2) utilization of the

u:gnyftles~i activeth2o planning/kj recycled/contractscopeofservicesdraft3a doc 3 Redwood Shores
Recycled Water Feasibility Study
