existing filters at SBSA. Batch and continuous operational modes will be evaluated. Alternative
technologies, including membranes, will be evaluated for screening purposes.

Subtask 2.1.2 - Disinfection

Three screening alternatives for disinfection alternatives will be reviewed including: (1) construction of a
new hypochlorite addition and contact facility, (2) utilization of the existing SBSA hypochlorite addition
and contact facilities or (3) construction of a new UV disinfection facility.

Subtask 2.2.3 - Initial Treatment Alternative Screening Workshop

Following initial development of these screening alternative concepts, we will prepare Initial Alternative
Summaries that outline conceptual facility requirements, operations strategy, cost and non-cost factors.
Ten copies of the Initial Alternatives Summaries will be submitted for review prior to a facilitated half-
day workshop with City and SBSA staff, where the alternatives will be further discussed and up to three
final treatment alternatives selected for final evaluation.

Subtask 2.3 - Evaluate Feasibility and Cost of Treatment Alternatives

Following initial screening, Consultant will review the feasibility and costs of up to three final treatment
alternatives. Capital costs as well as O & M costs will be developed for each selected alternative. Cost
criteria, approved by the City, will be used to compare the alternatives on a life cycle basis. Non-cost
benefits or disadvantages of each alternative will also be presented.

Subtask 2.4 - Estimate Potential Future Recycled Water Production Capacity

Following an evaluation of the alternatives, the recycled water production potential at SBSA will be
estimated. The production potential may differ for the various treatment technologies and operations
alternatives. Some of the processes, both existing (filtration) and new (contact and UV disinfection), are
conveniently compartmentalized. Staged expansion concepts will be presented for treatment, storage and
pumping facilities.

Subtask 2.5 - Prepare Technical Memorandum No. 2: Treatment Evaluation

Work performed under this Task 2 will be summarized and presented in a draft and final Technical
Memorandum. Ten copies of TM No. 2 will be provided. Following receipt of City and SBSA written
comments to the draft memorandum, a meeting will be conducted with the City and SBSA staffto resolve
comments and finalize the TM.

Task 3 Distribution Evaluation

The distribution evaluation will use the following step-by-step approach.

Review Existing System with Staff and Management

Identify Initial Service Alternatives

· Perform Pipeline and Facility gite Reconnaissance

· Prepare Initial Alternative Summaries - Demands, Facility Requirements, Cost and Non-Cost
Factors

· Conduct Screening Workshop and Select Alternatives

u:~ayfiles~ active/h20 plaaning/kj_recycled\c0ntractsc0pe0fservicesdraft3a d0c 4 Redwood Shores
Recycled Water Feasibility Study
