18 January 2002

Peter Ingram
Director, Public Works Services
Redwood City Department of Public Works
1017 Middlefield Road
P.O. Box 391
Redwood City, CA 94064-0391

Subject: Proposal to Perform Predesign Services
Highway 101 Bike Path Recycled Water Transmission Pipeline

Dear Mr. Ingram:

Kennedy/Jenks Consultants is pleased to submit this proposal for pre-design services associated with the
proposed Highway 101 Bike Path Recycled Water Transmission Pipeline. We understand that this
proposal may be authorized via a new Task Order to our existing Agreement for Professional Consulting
Engineering Services - Water Recycling Feasibility Study with the City of Redwood City, dated 18 July
2001.

The proposed facilities include approximately 1,800 meters (6,000 feet) of 24-inch-diameter pipeline to
be located within a bike path fight-of-way extending from Skyway Road in San Carlos to Whipple
Avenue in Redwood City. The bike path will be constructed as part of a California Department of
Transportation (Caltrans) project, and the proposed pipeline would be included as part of the Caltrans
contract documents but accounted for as a separate bid item or bid schedule.

The bike path will be located adjacent to and partially within existing wetlands areas. As such, the
proposed pipeline may be subject to review by Caltrans, the San Mateo County Transportation Authority,
San Francisco Bay Conservation and Development Commission (BCDC), US Army Corps of Engineers
(ACOE), California Department offish and Game, and other agencies.

The following presents our proposed scope of services and the associated budget estimate for doing the
work.

Scope of Work

The pre-design services will focus on identifying pipeline alignment constraints,
identifying permitting issues, and initiating discussions with Caltrans about
including the pipeline design with the bike path project. The results of the pre-
design services will be used to develop a cost estimate for a proposed alignment
and for final design of the pipeline. Kennedy/Jenks will do the following:
