All businesses, services, and other activities shall be conducted within a completely enclosed <br />structure, except for parking and loading spaces, and outdoor eating areas which have obtained a <br />conditional use permit. Exterior storage is prohibited. <br />D. Windows on the ground level building fagade facing a street shall be used to display consumer <br />goods and /or services. Windows not used to display consumer goods shall provide a view into the <br />building for a distance of not less than twenty (20) feet behind the front of the building at the <br />ground story. No merchandise storage, which blocks the view of the interior ofthe building, shall <br />be allowed in storefront windows. This requirement does not apply to the walls of parking <br />garages and residential uncc wh _n located on the ground floor. <br />E. Windows on the ground level building fagade facing a street shall not be opaque. Shades or <br />blinds, which block the view of a pedestrian into a building for more than five (5) hours a day <br />during daylight hours in the summer, or more than four (4) hours a day during daylight hours <br />when it is not summer, are defined as opaque for purposes of this article. <br />(Ord. 1130.281, eff. 12- 19 -91: Ord. 1130.310 § 66, eff. 4- 21 -01) <br />26.11 Design. <br />A. No structure shall be built or altered, including exterior changes in color, materials, and signage <br />except upon approval of the Planning Division for minor changes, and the Architectural Review <br />Committee for major changes. <br />B. Every new and reconstructed building over twenty -five (25) feet wide shall have its perceived <br />height and bulk reduced by dividing the building mass into smaller -scale components by: <br />1. A change of plane; or <br />2. A projection or recess; or <br />3. Varying cornice or roof lines. <br />C. Pedestrian Design Features Required. On any site, or portion of a site adjoining a pedestrian <br />sidewalk or pedestrian way, all new and reconstructed buildings over twenty -five (25) feet wide <br />shall be required, as determined by the Architectural Review Committee, to providethe following <br />design features intended to create pedestrian or shopper interest and to preclude inappropriate or <br />inharmonious building design and siting: <br />At least one (1) functional entry for every twenty -five (25) feet of building frontage shall be <br />provided. <br />2. The primary access for all buildings shall be directly to the street. <br />126 <br />
