Claire <br />Vice Mayor Jeff Ira <br />Redwood City Council Members <br />February 3, 2003 <br />Page 5 <br />part of August 2002, when it received a letter from Mr. Passanisi of the Planning <br />Department indicating that the store could not open. <br />In summary, the Planning Department's action has left Innovations "holding the <br />bag" after the City had presumptively approved the project. The lists of permitted uses in <br />Article 26, Sections 26.2 and 26.4 of the Code are augmented by Section 26.4, subsection <br />S., which permits any use not specifically listed, but which is determined `to be of the <br />same general character as the uses permitted' and "which use is not inconsistent with the <br />purposes of this Article." <br />The purposes of the Article as stated in section 26.1 is "to strengthen the retail <br />vitality and economic base of the downtown area and to serve the needs of Redwood City <br />residents, businesses and workers." Innovations' Store will assist the businesses on <br />.Broadway by bringing potential customers to an area where foot traffic is dwindling. <br />Additionally, the Store will serve approximately 800 cosmetologists, who live and/or <br />work in Redwood City along with those beauty salons that do business in Redwood City. <br />And, Redwood City will benefit from having a viable, tax- paying business within its <br />borders. <br />For the above reasons, Innovations requests that the City Council of Redwood <br />City grant a conditional use permit to Innovations for its "professional beauty supply. <br />store" at 2652 Broadway, Redwood City. We thank you for the opportunity to be heard <br />and trust that you will reverse the finding of the Zoning Administrator so as to allow <br />CosmoProf to operate in Redwood City.
