In summary, the Planning Department's action has left Innovations "holding the bag" after the City had presumptively approved the project. The lists of permitted uses in Article 26, Sections 26.2 and 26.4 of the Code are augmented by Section 26.4, subsection S., which permits any use not specifically listed, but which is determined `to be of the same general character as the uses permitted' and "which use is not inconsistent with the purposes of this Article." The purposes of the Article as stated in section 26.1 is "to strengthen the retail vitality and economic base of the downtown area and to serve the needs of Redwood City residents, businesses and workers." Innovations' Store will assist the businesses on .Broadway by bringing potential customers to an area where foot traffic is dwindling. Additionally, the Store will serve approximately 800 cosmetologists, who live and/or work in Redwood City along with those beauty salons that do business in Redwood City. And, Redwood City will benefit from having a viable, tax- paying business within its borders. For the above reasons, Innovations requests that the City Council of Redwood City grant a conditional use permit to Innovations for its "professional beauty supply. store" at 2652 Broadway, Redwood City. We thank you for the opportunity to be heard and trust that you will reverse the finding of the Zoning Administrator so as to allow CosmoProf to operate in Redwood City.
